On the morning of April 3rd, the Bich Dam residential area was busier than usual. Along the small streets, many residents, carrying their land and house ownership documents, arrived at the Bich Dam Border Guard Post – the venue for the Nha Trang Ward People's Committee's conference on the centralized issuance of land use certificates. Attending the conference, residents listened attentively to announcements about the certificate issuance process, applauding enthusiastically when ward leaders committed to the timeline. Each person received guidance on preparing the necessary documents, assistance in writing application forms for certificates, and instructions on verifying land plot extracts… At 12 noon, the residents hadn't left, and the mobile task force hadn't finished either.

Ms. Tran Thi Khiem excitedly said: “My siblings and I have lived on the island since we were children. Our parents gave us four plots of land, but only one has a land use certificate. Knowing that officials were coming to issue certificates on-site, we were very happy. The officials were very helpful and processed our applications quickly.” Ms. Duong Thi Sang also shared: “It’s not just my mother; many people here haven’t received land use certificates yet. But going to the mainland to do the procedures is very inconvenient because the ferry doesn’t arrive until 10 a.m., and then we have to hire a car to get to the ward People’s Committee. Sometimes we’re missing documents and have to go back to the island to get them, and then come back the next day, because there’s only one ferry trip a day. So, hearing that we can do the procedures on the island, my whole family is happy and supportive. With the land use certificate, we feel even more attached to the island.”
Ms. Do Thi Tuyet Nhung shared: “My family has lived on the island for 3-4 generations, but we’ve never seen a land use certificate. Hearing that officials were coming to the island to process applications, the whole family was overjoyed. Two or three days ago, my husband researched and prepared all the necessary documents. The whole family is eagerly awaiting the day we receive the certificate.”
Local authorities are determined.
The Bich Dam residential area has 266 households with 1,041 residents. For a long time, residents of Bich Dam who wanted to apply for land use certificates would call ahead to make appointments, then travel by boat to complete the process; however, sometimes they lacked the necessary documents and had to travel for several days due to the availability of boats. On the island, there are still quite a few plots of land without land use certificates. Therefore, the ward leaders decided to organize a centralized issuance of land use certificates on the island and are urgently developing a plan, establishing a mobile task force, and striving to complete the process in the third quarter.

After receiving eligible applications, the mobile task force will coordinate the assessment and verification of land origin; publicly post the cases that meet and do not meet the requirements for land use right certificates; extract and provide information from registration files for land use right certificates; update and revise the cadastral database; determine and notify the fulfillment of financial obligations; and submit the land use right certificates for signing... “The ward Party Committee has directed that this is a key political task and a breakthrough for 2026. Therefore, officials, civil servants, union members, and youth need to actively guide and support people; focus on resolving applications according to the correct procedures and deadlines; and absolutely not require people to pay any additional fees beyond the financial obligations stipulated by law. We also hope that people will cooperate; understand that land registration is a citizen's duty; and actively prepare documents and fill out the application correctly and completely,” said Mr. Tran Xuan Tay, Chairman of the Ward People's Committee.

Mr. Ta Hong Quang, Secretary of the Party Committee and Chairman of the People's Council of Bich Dam ward, stated that the ward's goal is to strive for over 95% of eligible land plots in Bich Dam to be granted land use certificates. This is not only a key task for 2026, but also a political responsibility of the entire system to ensure the legitimate rights and interests of the people, strengthen the trust of island residents in the government, and create a solid foundation for land management and sustainable socio -economic development. Besides mobilizing human resources, material resources, and financial resources, specialized departments, especially the Department of Economy, Infrastructure and Urban Planning, need to implement the motto "on-site, hands-on, on-the-spot," shifting strongly from a "waiting for the people" mindset to "serving the people," proactively going to the island to process procedures and directly guide each household. Officials and civil servants need to uphold a high sense of responsibility, not shy away from difficulties, and closely adhere to the goals, requirements, and implementation roadmap. Report any difficulties or obstacles promptly so that the ward can provide guidance; absolutely do not allow delays or backlogs of files due to negligence.

In Bich Dam residential area, over 50% of the land plots currently lack land use certificates. After two days of implementation, the ward has received over 40% of the total number of applications as planned. In the coming time, the ward will continue to receive applications and process those that meet the requirements for issuing land use certificates in a phased manner. For cases that do not meet the requirements, the ward will guide them through land registration according to regulations; simultaneously, it will update and revise cadastral records, gradually completing the land database; and coordinate the cadastral surveying of plots with changes in boundaries, area, and legal information to establish accurate cadastral records for appraisal and issuance of land use certificates according to regulations. |
