Ready for a new phase of development, immediately following the successful elections of National Assembly deputies and People's Council deputies at all levels, localities quickly implemented the consolidation of the government apparatus for the new term with urgency and seriousness at the first session of the People's Councils at all levels. The timely completion of personnel matters is considered a crucial condition for localities to quickly stabilize their organizations and focus on effectively implementing socio -economic development tasks in the new period.

At the first session of the Hanoi City People's Council, in addition to consolidating positions within the People's Council and People's Committee for the new term, delegates discussed and decided on many important issues, including 10 specialized resolutions on economic and social development, and ensuring national defense and security. With a consolidated apparatus and the adoption of strategic resolutions, the city has the basis to quickly begin implementing its goals from the start of the term, aiming for growth exceeding 11%.

Ms. Bui Huyen Mai, Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, stated that this session of the People's Council is of great importance as it not only elects the leadership apparatus but also creates a foundation for state management agencies to quickly operate and implement new tasks. The absence of organizational gaps will provide a solid basis for achieving socio-economic development goals and striving for double-digit growth.

Immediately after the meeting, at the grassroots level, Hanoi's communes and wards also urgently completed the restructuring of their organizations, while reaching a high level of consensus on goals and action solutions, aiming to build a government that is closer to the people, more responsive to their needs, and more effective in serving them. Mr. Pham Quang Thanh, Secretary of the Party Committee of Ba Dinh Ward, Hanoi, stated that the locality has been assigned a GDP growth target of over 11.1% in 2026, along with ensuring budget revenue exceeds targets and disbursing 100% of public investment capital from the beginning of the year. The locality is also focusing on overcoming bottlenecks affecting socio-economic development and people's lives, such as traffic congestion, flooding, environmental sanitation, food safety, and urban order and civility.

Nationwide, the restructuring of the government apparatus at all levels has been implemented synchronously and uniformly, ensuring the smooth and uninterrupted operation of the system. In the context of the new term's goals and targets demanding breakthrough development, Party committees and governments at all levels must act quickly with highly feasible programs and plans.

Dr. Bui Phuong Dinh, Deputy Director of the Academy of Public Administration and Management, emphasized that the rapid consolidation of key leadership positions demonstrates the strong political determination of the Party and the State, creating conditions for the apparatus to immediately become operational and carry out its tasks. At the same time, the requirement for leaders at all levels is to innovate their thinking, act creatively, and closely follow the practical development of the country to effectively achieve the set goals.

The streamlining of the organizational structure and immediate action from the beginning of the term is expected to shorten the gap to quickly realize development goals and aspirations, ensure continuity in governance, and create momentum for accelerated development, meeting the trust and expectations of the people with concrete results.
