Coastal localities must continue to wage war against IUU fishing, determined to lift the EC's "yellow card" against Vietnam's fisheries by 2025.

On the evening of November 25th, in Ho Chi Minh City, Prime Minister Pham Minh Chinh chaired the 23rd meeting of the National Steering Committee on combating IUU fishing, connecting online with 21 coastal provinces and cities. Mr. Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the People's Committee of Lam Dong province, chaired the Lam Dong branch of the meeting.

Opening the meeting, Prime Minister Pham Minh Chinh emphasized that since the beginning of November, the central provinces have had to cope with Typhoon No. 13 and historic heavy rains, causing serious damage to lives and property, and disrupting production and business. The Prime Minister extended his deepest condolences to the families of those who died, went missing, or were injured, and called on the business community, the people, and philanthropists to join forces to support the people of the central region.

Representatives from local departments and agencies attended the meeting at the Lam Dong province location.

The Prime Minister requested that localities focus on overcoming the consequences, ensuring housing, food, essential goods, and clean water; supporting house repairs before November 30, 2025, and new construction and resettlement before January 31, 2026. In addition, coastal provinces must resolutely implement the task of combating IUU fishing, with a focus on the peak month of combating illegal fishing, aiming to lift the "yellow card" in 2025.

According to the report, last week ministries, sectors, and localities completed 85 out of 99 tasks and are continuing to implement 14 tasks according to the schedule assigned by the Prime Minister. Significant progress has been made in the management of fishing vessels and monitoring of fishing activities: 100% of fishing vessels (79,360) have been registered and updated in the VNFishbase database; vessels that do not meet operating requirements are strictly controlled and are interconnected with the control systems of the Ministry of National Defense and the Ministry of Public Security.

Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, stated that Lam Dong province is striving to effectively implement the directives of the Prime Minister in Official Dispatch No. 198/CD-TTg.

Speaking at the meeting, Comrade Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, stated that Lam Dong province has made efforts to fully implement the directives in Official Dispatch 198/CD-TTg, Decision 2310/QD-TTg, and previous concluding notices. Last week, the province focused on controlling fishing vessels that did not meet the requirements, monitoring vessels operating at sea, and preventing violations in foreign waters. The province issued a Resolution to support the stabilization of the lives of owners of unqualified fishing vessels (3 million VND/household/month for 3 months), and simultaneously developed policies to support the dismantling of vessels and the chuyển đổi nghề (transition to other occupations) in the period 2026-2030.

The People's Committee of Lam Dong province has requested the Prime Minister to direct the Ministry of Agriculture and Environment to advise the Government on the issuance of a "Policy framework to support the dismantling of fishing vessels and the chuyển đổi nghề (transition of occupation) for fishermen".

The People's Committee of Lam Dong province has requested the Prime Minister to direct the Ministry of Agriculture and Environment to develop a "Policy Framework to Support the Dismantling of Fishing Vessels and the Transition of Fishermen to New Occupations" for consistent application by localities, ensuring effectiveness and avoiding discrepancies.

Concluding the meeting, Prime Minister Pham Minh Chinh commended the positive developments in the fight against IUU fishing, emphasizing the importance of implementing the "six clear principles" and updating complete data in fisheries databases. The Prime Minister requested that heads of ministries, sectors, and localities be held directly responsible if violations recur, while also remaining prepared to welcome the EC inspection team, ensuring sustainable fisheries development.
