Software for looking up Hanoi's urban planning information down to the individual land plot will soon be available.

VHO - The Hanoi Department of Planning and Architecture is finalizing a software application for searching the Capital's Master Plan and detailed zoning plans. Expected to be operational by the end of 2026, the system will allow citizens to online search for planning information for individual land plots, contributing to data transparency and reducing misinformation.

On the afternoon of June 29th, Hanoi officially introduced its Master Plan for the Capital City with a 100-year vision through an exhibition space at the Hanoi Museum.

Speaking at the opening ceremony, Standing Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that the opening of the exhibition space has special political, economic and social significance, and also concretizes Decision No. 2512/QD-UBND dated May 13, 2026 of the Hanoi People's Committee approving the Master Plan of the Capital City with a 100-year vision.

According to Mr. Duong Duc Tuan, the exhibition space not only widely publicizes the planning but also ensures people's access to information, creating conditions for agencies, organizations, and the community to participate in monitoring, contributing opinions, and working together to build and develop the Capital in the new phase.

This Hanoi Capital Development Plan is not simply a specialized planning project, but a comprehensive strategic tool, bringing together strong actions across an area of ​​3,359 square kilometers, encompassing all 126 commune-level administrative units.

The project draws upon the cultural depth of Thang Long - Hanoi as its enduring resource and source of vitality; it places people at the center and as the subject of development.

“Through today’s exhibition, we will clearly see a stable and developing urban structure for Hanoi in the future: multi-layered, multi-tiered, multi-polar, multi-centered; with the Red River axis as the main ecological and cultural landscape axis. This strategic vision clearly positions the leading role of Hanoi as the capital city…,” emphasized Duong Duc Tuan, Standing Vice Chairman of the Hanoi People’s Committee.

According to Mr. Duong Duc Tuan, in order to comprehensively resolve historical bottlenecks related to traffic congestion, environmental pollution, and urban flooding, the plan has identified a framework technical infrastructure system with high standards and a roadmap for implementing a series of mega-projects.

Specifically, in terms of transportation, the city will build a 979km urban railway network with 18 lines, closely integrated with a TOD (Transit-Oriented Development) model of multi-purpose urban areas centered around key railway stations.

Regarding environmental security and flood control, pilot projects will be implemented to revitalize the river using a multi-functional integrated infrastructure model, thoroughly separating wastewater at its source, applying the "sponge city" model, and clusters of underground reservoirs.

In terms of infrastructure, there will be a comprehensive transition to circular economy technologies with waste-to-energy models and wastewater treatment plants on major rivers, aiming for net zero emissions.

Evaluating the Master Plan for the Capital City with a 100-year vision, architect Trinh Quang Dung, Head of the Urban Planning and Architecture Management Department of the Hanoi Department of Planning and Architecture, stated that this plan is implemented in conjunction with the three tools for the development of the Capital City, including: Resolution No. 15-NQ/TW dated May 5, 2022, of the Politburo on "Directions and tasks for the development of Hanoi Capital City until 2030, with a vision to 2045"; the Law on the Capital City; and the Master Plan for the Capital City.

With these three tools, the city has at its disposal a complete set of planning, policy mechanisms, and political guidelines to implement investment projects in the area.

The exhibition is displayed across four floors of the Hanoi Museum.

"People need to understand that this is a strategic plan, defining urban functional zones, urban development areas, and other functional zones to serve the socio-economic development goals of the city."

"This is the guideline for strategic investors and departments to base their investment proposals on, gradually building Hanoi into a civilized, modern, and happy city," said Mr. Trinh Quang Dung.

Currently, the Department of Planning and Architecture has developed a software system to provide planning information, which is in the testing and refinement phase. In the exhibition space on the 4th floor of the Hanoi Museum, the software allows citizens to search for zoning plans in the city, as well as the overall master plan for the capital city with a 100-year vision.

According to the plan, this software will be released around November 2026 so that people can access it freely at any time, avoiding unfounded rumors. Currently, to obtain the most official and accurate planning information, people can submit a request to the local government or the Department of Planning and Architecture.

"Previously, planning information was difficult to access because it was a specialized field that received little attention, and the ability to read and understand documents and drawings was also a major obstacle."

To fully understand the project, the public needs to grasp its overall structure and framework. However, currently, most people only have access to general information, so a comprehensive understanding remains limited.

In the near future, with the software system currently under development, the Department of Planning and Architecture will integrate all that content in the most easily understandable way. When people click on a land plot, the system will display all the specific functions and parameters so that people can easily grasp the planning information as required,” the Head of the Urban Planning and Architecture Management Department shared.

The exhibition announcing the official planning opened from June 29th to August 29th, 2026. Immediately after the opening ceremony, on the afternoon of June 29th, thousands of people visited the exhibition.
