
By June 3rd, the Center had essentially completed the process of receiving and taking over 230 out of 238 surplus land and property assets assigned for management and processing. Immediately after receiving and taking over , the Center reviewed and assessed that 8 land and property assets still had outstanding issues and, after agreement with the transferring party, did not meet the acceptance criteria; 7 land and property assets were transferred to relevant agencies, organizations, and units for management and use, based on the Center's recommendations to the Provincial People's Committee.
For the remaining 223 land and property assets with a total land area of approximately 331,932 m² and a usable floor area of approximately 132,446.7 m², the Land Fund Development Center has developed a plan for submission to the Departments of Finance, Construction, Agriculture and Environment for appraisal and reporting to the Provincial People's Committee for approval of the classification and handling plan according to regulations, including: land and property assets to be handled by transfer to agencies, organizations, and units for management and use in accordance with the law on the management and use of public assets; and land and property assets to be handled by organizations with the function of managing and trading housing in the locality for management and exploitation according to Decree No. 108/2024/ND-CP. The land and buildings will be handled by transferring them to the local land development fund organization for management and exploitation in accordance with land law (in which area C of the University of Commerce will have a separate plan for changing the land use purpose for auction).
Mr. Le Quang Son, Deputy Director of the Provincial Land Development Center, stated: In principle, the criteria for classification and handling must be based on the results of a practical review of the boundaries, area, intended use, and legal status of each facility. The classification plan must be consistent with the socio-economic development orientation, ensuring feasibility when adjusting urban and rural planning and land use targets of the locality. In particular, the choice of handling method must be carefully evaluated and considered to achieve the highest efficiency for the budget and meet the actual needs of the locality.
Some properties and land belonging to agencies and units, after reorganization, have been transferred to receiving units for continued management and use as offices and for professional activities, such as: the former headquarters of the Civil Enforcement Sub-Department and the former headquarters of the People's Procuracy of Nghia Hung District were handed over to Nghia Hung A High School; the former headquarters of the People's Procuracy of Nam Dinh City was handed over to the Nam Dinh Ward Health Station; the former headquarters of the People's Procuracy of Tam Diep City was handed over to the People's Committee of Tam Diep Ward; the former headquarters of the Farmers' Association of Ha Nam Province was handed over to Battalion 4, Capital Mobile Police Regiment under the Mobile Police Command…
According to our investigation, the units receiving the headquarters have promptly developed plans to put public assets into efficient and economical use, avoiding waste and optimizing the use of public assets. In Phu Ly ward, the management and use of surplus buildings and land after the reorganization of the administrative apparatus and units in the area have been implemented seriously, in accordance with regulations, and have achieved many positive results. The Party Committee, People's Council, and People's Committee of the ward have paid attention to timely leadership and direction; enhancing the responsibility of agencies and units in managing, protecting, and exploiting public assets, contributing to the effective use of state resources. The former headquarters of the Department of Internal Affairs of Ha Nam province (2 locations) at 163 and 165 Truong Chinh Street have been submitted to the Provincial People's Committee for asset transfer associated with the conversion of functions for the investment and construction of a high-quality secondary school; the headquarters of the State Bank of Vietnam Region 7 (Nguyen Viet Xuan Street) has had its assets transferred to the ward's health station by the People's Committee of the ward…

Having received the building and land from the former Ha Nam Provincial Farmers' Association, Battalion 4 of the Capital Mobile Police Regiment, under the Mobile Police Command, has planned renovations and repairs to ensure the headquarters is used for its intended purpose and to maximize the value of public assets. Mr. Nguyen Van Thanh, Battalion 4, Capital Mobile Police Regiment, stated: Adherence to legal regulations in the management and use of public headquarters is a key factor in ensuring that state assets are utilized effectively, efficiently, and transparently.
According to the plan for arranging and handling public assets, surplus land and buildings will be classified for appropriate disposal; those with suitable locations and functions will be assigned to agencies and units for management and use as offices or facilities for business operations. Those with advantageous locations and the potential for efficient exploitation will be managed and operated by organizations in accordance with regulations. Land and buildings subject to land use rights auctions, land use conversion, or no longer suitable for exploitation or leasing will be assigned to the Land Fund Development Center for management and exploitation in accordance with the law.
To strictly manage, exploit, and effectively utilize public assets and accelerate the completion, arrangement, and handling of surplus land and buildings during the restructuring of the administrative apparatus and units, the Provincial People's Committee requests the heads of departments, agencies, and units, and the chairmen of the People's Committees of communes and wards to urgently develop and implement plans for exploiting and handling surplus land and buildings under their management; review and complete legal documents on land, register ownership rights (issue land use right certificates), and the right to use assets attached to the land; adjust the value of land use rights; account for increases and decreases in assets; and calculate depreciation of fixed assets according to current accounting regulations; and adjust and update various types of planning to suit the situation after the conversion of the functions of land and buildings. The People's Committees of communes and wards are requested to urgently supplement the functions and tasks of managing and exploiting land and buildings for local public service units as prescribed.
For surplus land and buildings that have been assigned by the Provincial People's Committee to the People's Committees of communes and wards for management, handling, and exploitation, the existing handling plan needs to be reviewed. If adjustments to the handling plan are necessary, or if there is a need to transfer management to the Land Fund Development Center, a document should be sent to the Department of Finance for compilation and reporting to the Provincial People's Committee for consideration and decision. For land and buildings handled through allocation, transfer, or conversion of function to serve as offices, facilities for public services, or for public purposes, dossiers should be prepared according to regulations and submitted to the competent authority for approval.
Surplus land and buildings transferred from the central government to the locality, and assigned by the Provincial People's Committee to relevant departments and agencies for reception, management, processing, and exploitation, should be urgently reviewed and documented for submission to the Chairman of the Provincial People's Committee for consideration and decision on management and use. The goal is to complete the handover, reception, management, processing, and exploitation of surplus land and buildings after the reorganization of the organizational structure and administrative units.
