On the afternoon of May 29th, in a statement clarifying the opinions raised by National Assembly deputies during the discussion session on the socio- economic situation and the State budget, Deputy Prime Minister Le Minh Khai stated that the socio-economic development results for 2023, after supplementary assessment, have shown many more positive changes compared to the report at the 6th Session.

Notably, this includes GDP growth rate, inflation control, state budget revenue, import and export activities, and attracting and disbursing FDI capital. The socio-economic situation in the first months of 2024 continued to improve positively, achieving more results than the same period in 2023 in all fields, and continued to be highly appreciated by international organizations.

According to the Deputy Prime Minister , along with affirming the fundamental achievements, many National Assembly deputies frankly pointed out the difficulties, obstacles, and limitations of the economy, especially high-quality human resources, production and business activities, access to credit for businesses, the real estate market, the corporate bond market, the gold market, and particularly the economic recovery and development program and many other areas.

Clarifying the opinions of National Assembly deputies, Deputy Prime Minister Le Minh Khai stated that the deputies raised concerns about the difficulties faced by businesses. Therefore, in the report as well as in the orientation, the Government will continue to implement tax, fee, and land use fee exemptions and reductions to alleviate difficulties for business production activities and increase access to credit for people and businesses.

"In the last six months of the year, the Government is submitting to the National Assembly a proposal to reduce taxes by 2%, if approved. This would result in a reduction of approximately 24,000 billion VND, and the total reduction and exemption for the whole year could reach about 190,000 billion VND, including extensions of about 92,000 billion VND and exemptions and reductions of about 98,000 billion VND," the Deputy Prime Minister stated specifically.

Based on the delegates' assessment of the socio-economic recovery and development program, the Deputy Prime Minister stated that, in addition to the achievements, there are two issues that need attention. Firstly, the 40,000 billion VND allocated to support businesses, cooperatives, and individuals with 2% access to credit.

Regarding public investment packages, the Government will continue to implement them, and with the permission of the National Assembly, will accelerate disbursement to maximize effectiveness. While this program still faces some difficulties, overall it is considered achievable, contributing to a GDP growth of 5.05% in 2023 and 5.66% in the first quarter of 2024.

"In the last two years, it can be said that with the decisive direction of the Government, the Prime Minister, ministries, sectors, and localities, the implementation of disbursement solutions has achieved very encouraging results. At the same time, along with this momentum, we continue to remove difficulties in mechanisms and administrative procedures to attract public investment capital and activate private investment capital in the form of public-private partnerships," the Deputy Prime Minister explained in response to feedback from National Assembly deputies regarding the fact that private investment at the end of 2023 and the beginning of 2024 had not met expectations.

The Deputy Prime Minister also stated that activating and guiding private investment capital still shows very positive signs, especially in transportation infrastructure projects.

In addition, the Government continues to promote solutions to expand trade, increase exports, negotiate and sign FTA agreements... At the same time, it invests in several sectors following new trends in green growth, digital growth, digital economy, and circular economy.

Concluding the session after presentations by five government representatives, National Assembly Vice Chairman Nguyen Duc Hai stated that, based on the socio-economic situation in the first months of 2024, delegates requested close monitoring of domestic and international economic and political developments, improved analytical and forecasting capabilities, timely and effective policy responses, and enhanced endogenous capacity. They also called for promoting rapid and sustainable economic growth, stabilizing the macroeconomy, ensuring major economic balances, controlling inflation, and preventing shocks that could affect people's lives.

National Assembly deputies also pointed out shortcomings and limitations, and suggested a clearer identification of challenges in order to provide appropriate guidance and management, contributing to the achievement of growth targets and socio-economic and state budget goals for 2024…
