They also coordinated with the Department of Science and Technology to widely disseminate policies, helping business owners understand the goals and benefits of the tax management model transition. Tax officials also directly visited markets and streets to guide procedures, answer policy questions, and assist with tax declaration and the use of electronic invoices. The tax department also collaborated with banks and technology companies to support business owners in opening accounts, using QR codes, sales software, and issuing invoices.

The tax department has provided professional training to all its staff, while also reviewing data and classifying household businesses to ensure the right ones are targeted. Progress is monitored and reported daily to allow for timely adjustments to appropriate solutions. The entire tax department is working diligently, 24/7, including overtime, Saturdays, and Sundays, with the spirit of supporting household businesses to ensure the campaign achieves the best results and provides maximum convenience for household businesses during the transition process.

Almost 100% of tax officials were deployed to provide support at markets and on streets on Saturdays and Sundays to assist household businesses.

What are the initial results of this campaign so far, sir?

By December 10th, the entire tax sector had converted the tax management model for 12,207 household businesses, reaching a rate of 74.1%. Of these, household businesses with revenue exceeding 500 million VND accounted for 81%.

According to him, what are the difficulties that make household businesses hesitant to switch to a different tax declaration model?

In reality, many household businesses are unfamiliar with tax declaration methods and the use of technology in revenue management. Access to electronic invoices, sales software, and opening bank accounts is still relatively new, leading to apprehension. Some household businesses worry about incurring compliance costs such as software fees and learning time, as well as concerns that declaring taxes based on actual revenue will increase the amount of tax payable compared to the previous lump-sum tax method.

Furthermore, small businesses in some markets, kiosks, or mobile vendors often lack the necessary equipment, internet access, or space to set up machines for issuing invoices, so the transition requires time for them to adapt. In addition, some businesses are still hesitant about the procedures, unclear about the steps involved, or the incentive policies for the transition.

Understanding this situation, we have been intensifying our efforts in disseminating information, providing direct guidance, and coordinating with banks and technology companies to support each household and each case, aiming to resolve difficulties and help them feel secure and comfortable during the transition to the new tax management model.

To ensure 100% of household businesses successfully transition to the tax management model, what solutions is the tax sector implementing, sir?

The city tax department will strengthen its presence in the area, sending officials to each market and street to meet directly with households facing difficulties, providing guidance and explanations of policies, and assisting in completing procedures on-site. The tax department will also organize fixed and mobile support desks, operating both outside of regular hours and on weekends at markets to assist with tax declaration, sales software installation, electronic invoice issuance, and resolving any arising issues. They will also intensify communication and reminders through Zalo OA, social media, public address systems, and direct notifications to individual households. The goal is to help business owners understand their rights, obligations, and the deadline for transitioning to tax declaration.

The city tax office will also review the list of households that have not yet switched, categorize the reasons, and assign specific tasks to each local tax office. Daily, industry leaders monitor progress and promptly address any specific difficulties. At the same time, they will closely coordinate with local authorities, market management boards, banks, and technology solution providers to provide comprehensive support to business households, ensuring the transition to tax declaration is smooth and compliant with regulations.

With the strong involvement of the entire industry, we are confident that we will complete the remaining 24.9% of households and achieve the target of 100% of business households switching to tax declaration within the stipulated time.
