Every year, provincial Party committees and authorities incorporate food security and safety targets and objectives into their socio -economic development programs and plans. In particular, they hold heads of agencies and units, and chairpersons of local People's Committees, accountable for state management of food safety, in accordance with Directive No. 17-CT/TW (dated October 21, 2022) of the Party Central Committee on strengthening food security and safety in the new situation.
In the first six months of 2025, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Inter-sectoral Steering Committee on Food Safety issued 21 documents directing functional agencies and localities to implement food safety assurance work. The province promptly disseminated, thoroughly understood, and fully implemented the Prime Minister 's directives and instructions related to handling counterfeit milk, counterfeit medicines, counterfeit health supplements, smuggling, trade fraud, and counterfeit goods.
With over 52,500 food production and business establishments, the province has built an inter-sectoral management system encompassing health, industry and trade, and agriculture. In each sector, from the provincial to the commune level, functions and responsibilities are clearly assigned, ensuring no overlap. The Food Safety Steering Committees at all levels, chaired by the People's Committee Chairmen, have effectively coordinated, directed, and promptly handled all situations. In the first six months of 2025, the entire province inspected and monitored over 9,000 establishments, imposed administrative penalties on 706 establishments totaling over 5 billion VND, and destroyed infringing goods worth over 13 billion VND. The hotlines of the three departments are always ready to receive feedback from the public 24/7 (Department of Industry and Trade: 0203.362.2350 - 0984.955.018; Department of Health: 0981.815.815; Department of Agriculture and Environment: 0203.3634.222).
Quantitative drug testing is conducted at the Testing Center (Department of Health).
Food safety awareness campaigns were vigorously implemented with over 12,700 radio broadcasts, more than 600 news articles, and nearly 82,000 leaflets and brochures. Highlights included programs launching the Food Safety Action Month and responding to Vietnam Consumer Rights Day, with hundreds of businesses and individuals participating and signing commitments for safe food.
The province promotes the role of monitoring food safety through the Fatherland Front and socio-political organizations such as the Women's Union and the Farmers' Association. Models such as "Women Say No to Unsafe Food," "5 No's, 3 Cleanliness" Clubs, and "Farmers' Association Members Producing Clean Food" have become key elements in spreading awareness within the community.
Digital transformation in the field of food safety continues to be a highlight. The province maintains an online food safety management system, providing 100% online public services throughout the entire process, with 100% of administrative procedures digitized from receipt to results delivery. The food traceability system (https://qn.check.net.vn/) has issued more than 2,600 QR codes and 1,339 accounts to production and business establishments, helping consumers transparently trace products and serving as an effective monitoring tool for management agencies.
The province continues to maintain safe agricultural production according to quality and food safety standards and regulations. To date, the entire province has 322.35 hectares of cultivated land certified under VietGAP, and 329 hectares of cinnamon certified as organic. The province has issued 54 planting area codes with a total area of over 1,049 hectares (34 codes for export, 20 codes for the domestic market), and 7 packaging facility codes. The province actively participates in trade promotion and seeks stable outlets for safe agricultural products. Cooperatives and small and medium-sized agricultural enterprises are gradually approaching e-commerce, increasing their access to domestic and international markets.
To ensure food safety in the new situation, the province proposes that the central government promptly consolidate the organizational and management model under a single authority; amend the Food Safety Law, issue a specific mechanism for online food control, and strengthen technical standards for product groups that do not yet have regulations. The province also recommends supplementing personnel and investing in equipment for the commune level, which is the closest to the people and directly monitors the food market.
With strong determination and the concerted efforts of the entire political system, Quang Ninh has achieved many outstanding results in food safety. In the first six months of 2025, the province did not experience any major mass food poisoning incidents involving more than 30 people, and no foodborne disease outbreaks were recorded. This contributed to protecting the health of nearly 1.4 million people and over 10 million tourists, creating a stable foundation for socio-economic development.
