The Ministry of Industry and Trade is submitting to the Government a draft decree stipulating criteria for determining the origin of goods – or Made in Vietnam – for goods circulating domestically, aiming to prevent origin fraud and protect Vietnamese brands.
According to the Ministry of Industry and Trade, current regulations on the origin of goods mainly serve import and export activities, while the domestic market lacks a unified legal framework for determining goods of Vietnamese origin.
The draft of the new decree clearly stipulates the criteria for goods to be considered as originating from Vietnam, including cases where imported raw materials are used but meet the requirements for domestic added value.
Notably, simple processing or assembly steps will not be counted towards determining origin, in order to prevent the exploitation of minimal production activities to label products as "Made in Vietnam".
Businesses are still allowed to declare the origin of goods on product labels but are responsible for proving it when requested by authorities. The Ministry of Industry and Trade affirms that the new regulations do not create additional administrative procedures for businesses.
Once enacted, the Decree is expected to become an important tool for protecting Vietnamese brands, enhancing corporate responsibility, and strengthening consumer confidence in products bearing the "Made in Vietnam" label.
