According to the draft, the managing agency and the group administrator are responsible for the content posted, have the obligation to control members, promptly remove content that violates the law, and cooperate with authorities when verification is required. Group members must comply with legal regulations; they must not post, share, or comment on content that infringes on the honor, dignity, or reputation of individuals or organizations.
Electronic identification and authentication of social media users is considered a crucial solution to curb the proliferation of anonymous and fake accounts, which have been and continue to be sources of misinformation, distortion, and insults against others.
Recent practice shows that many pages and groups on social media post anonymous articles, disseminating unverified information, fabricated stories, speculations, or comments that falsely accuse individuals or organizations of wrongdoing. In many cases, multiple posts consecutively target a specific individual or event, creating public suspicion before any official conclusions are reached by competent authorities; thus damaging the reputation and honor of others.
Recently, regarding doctoral admissions at a university, some social media posts claimed there were "signs of fraud in the admissions process." Meanwhile, in response to official media outlets, the university representative affirmed that they had reviewed the entire process; determined that the admissions were conducted in accordance with regulations; that the postgraduate admissions regulations were publicly available; and that the admissions process complied with legal regulations. Although the university has issued an official response, the reputation of the university and some individuals who were attacked has been somewhat affected by these unverified accusations on social media.
Social media has become an integral part of social life, and the risks of increasingly complex and unpredictable problems arising from a lack of appropriate control mechanisms are growing. The use of fake or unverified accounts for defamation, incitement, and manipulation creates an unhealthy information environment, polluting the online space, distorting users' perceptions, causing serious harm to individuals and organizations, and negatively impacting social trust. In the context of rapid digital transformation, managing cyberspace is not just about advocating for cultural compliance. Improving the legal framework, strengthening technical measures, increasing user responsibility, and implementing user identification and authentication mechanisms are necessary and should be implemented soon to build a cultured and civilized online environment.
