Land ownership certificates will have a new name from August 1st.

According to the 2024 Land Law, the Certificate of Land Use Rights and Ownership of Assets Attached to Land (commonly known as the land title certificate) is a legal document issued by the State to confirm the lawful land use rights and ownership of assets attached to land of the person who has the right to use the land and own assets attached to the land.

Assets attached to land that are granted certificates of land use rights and ownership of assets attached to land include houses and construction works attached to land in accordance with the law.

Land use right certificates, land use right certificates, house ownership certificates and other assets attached to land certificates as prescribed by relevant laws, implemented in accordance with the provisions of this law, have the same legal validity as land use right certificates and property ownership certificates attached to land as stipulated in this law.

Compared to the 2013 Land Law, the new land title certificate is more concise, replacing the phrase "right of ownership of housing and other assets attached to the land" with "right of ownership of assets attached to the land".

Land ownership certificates with old names, issued before the effective date of the 2024 Land Law, are equivalent to new certificates and remain legally valid; they do not need to be exchanged for new certificates. Citizens who wish to exchange their certificates will have their requests fulfilled by the relevant authorities.

New land ownership certificates are issued according to a standardized form nationwide, as prescribed by the Minister of Natural Resources and Environment.

According to the draft Circular regulating land use right certificates, ownership certificates of assets attached to land, and cadastral records (hereinafter referred to as certificates) that the Ministry of Natural Resources and Environment has been seeking opinions on recently, the new land title certificate will only have 2 pages instead of 4 pages as currently.

The new land ownership certificate template will have a QR code printed at the top right corner of the first page.

The national emblem will be scaled down and placed in the top left corner of the first page, instead of in the center as it is currently.

In the center of page one is the word "certificate" in large capital letters. Below that is the phrase "land use rights, ownership rights of assets attached to the land," in smaller capital letters, replacing the current phrase "land use rights, ownership rights of housing and assets attached to the land."

Information on land users and land owners; land parcel information including parcel number, land type, duration of use, form of land use, origin of land use, address; information on assets attached to the land; and land parcel diagram are all presented on page one.

Over the past 20 years, the name of the land title certificate has changed three times, corresponding to amendments to the Land Law. The 2003 Land Law stipulated that the land title certificate was called "Certificate of Land Use Rights," while the 2013 Land Law stipulates that it is called "Certificate of Land Use Rights, Ownership of Houses and Assets Attached to Land."
