Hanoi Department of Education and Training issues urgent directive.

Regarding the situation where hundreds of parents with permanent residence in Tay Mo ward (Nam Tu Liem district, Hanoi ) gathered at the gate of Tay Mo 3 Primary School due to concerns that their children would not be able to attend a school near their home, Ms. Le Thi Thanh Tam, Deputy Head of the Education and Training Department of Nam Tu Liem district, said that as soon as they received information about parents crowding the school gate, the Education and Training Department requested the school to promptly invite parents inside, fill out a request form, clearly stating their household registration information and desired school for their children.

Currently, several groups of students wish to transfer to Tay Mo 3 Primary School, including: students in grades 2-5 from neighboring schools requesting to transfer to the new school, with the largest number being from Ly Nam De Primary School (Mieu Nha, Tay Mo) with 233 students expressing their desire to transfer.

In addition, there are also students from other provinces and districts who have recently moved to live in the apartment buildings in the area, and first-grade students who have applied to other schools but, upon seeing that Tay Mo 3 Primary School has opened, want to withdraw their applications and transfer there.

According to the Deputy Head of the Education and Training Department of Nam Tu Liem District, Tay Mo 3 Primary School is a public school that was separated from Tay Mo Primary School. After separating the classes from grades 2-5 and enrolling grade 1 students, Tay Mo 3 Primary School has 1,111 students in 30 classes. All newly enrolled students must have household registration in Tay Mo ward, in accordance with regulations and eligibility criteria, with a target of 400 grade 1 students. Currently, the number of grade 1 students is 460 across 13 classes, exceeding the target by 60 students. Therefore, those who did not submit their applications within the specified time frame are considered to have no intention of attending the school.

Ms. Tam further informed that the Department of Education and Training has distributed application forms to parents who wish to apply. The Department of Education and Training will receive, compile, classify, and statistically analyze the number of applications to develop a plan for resolution.

Regarding this matter, the Hanoi Department of Education and Training has requested the Nam Tu Liem District Department of Education and Training to advise the district leadership to research and organize a plan to ensure the legitimate educational rights of students in accordance with regulations. The Department of Education and Training also requested increased information dissemination and encouragement to parents to understand the regulations of the education sector, so that they can confidently prepare the best conditions for their children to enter the new school year 2024-2025.
