On the afternoon of January 5, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province held a conference to review the State management work of the Natural Resources and Environment sector in 2023 and deploy directions and tasks for 2024.

Speaking at the Conference, Phan Van Manh, Deputy Secretary of the Party Committee, Deputy Director in charge of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, said: In 2023, the Department of Natural Resources and Environment has resolutely implemented and concretized the policies and directions of the Provincial Party Committee, People's Council, and People's Committee of Ba Ria - Vung Tau province in the field of natural resources and environment. Thereby, the State management of natural resources and environment has contributed to the socio -economic development results of Ba Ria - Vung Tau province.

In particular, administrative reform has been strengthened and achieved efficiency. The latest land access component index of Ba Ria - Vung Tau province, under the PCI Index, is 7.66 points, ranked 04/63 provinces/cities nationwide and ranked 01/06 provinces and cities in the Southeast region, up 30 places compared to the whole country and up 04 places compared to the Southeast region. The rate of records received and resolved through online public services is high, of which, at the Department of Natural Resources and Environment, it is 99.06%, at the Land Registration Office system, it is 91.44% for records of organizations and enterprises and 88.63% for records of households and individuals.

In the field of land, up to now, Ba Ria - Vung Tau province has completed the implementation of land measurement, land registration, and construction of cadastral database in 82/82 commune-level administrative units and Con Dao district. Regarding the issuance of land use right certificates, the total area granted cumulatively up to October 31, 2023 to households and individuals reached 98.66%; for organizations reached 99.39%. The Department of Natural Resources and Environment also advised the People's Committee of Ba Ria - Vung Tau province to issue Decision No. 44 dated September 19, 2023 of the Provincial People's Committee stipulating the conditions for land division, land consolidation and the minimum area allowed for land division for each type of land in Ba Ria - Vung Tau province.

In the environmental field, all environmental targets for 2023 have been completed. The Department of Natural Resources and Environment of Ba Ria - Vung Tau province has advised the Provincial People's Committee to issue a Decision approving the Project on Solid Waste Management and Classification of Domestic Solid Waste at Source in Ba Ria - Vung Tau province for the period up to 2025, with a vision to 2030; announcing the List of projects to select investors to implement the project of a Domestic Solid Waste Treatment Plant using incineration and power generation technology in the Toc Tien Concentrated Waste Treatment Area.

In the field of minerals, the Department of Natural Resources and Environment has advised the People's Committee of Ba Ria - Vung Tau province to submit to the Standing Committee of the Provincial Party Committee to issue an Action Program on implementing Resolution No. 10-NQ/TW, dated February 10, 2022 of the Politburo on "Strategic orientation of geology, minerals and mining industry to 2030, vision to 2045" in the province; report of the Party Committee of the Provincial People's Committee on the implementation results of Resolution No. 34/2018/NQ-HDND dated December 14, 2018 of the Provincial People's Council on material sources for key works and projects in the province in the coming time.

“In particular, in 2023, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province has promoted digital transformation, ranking 3rd for the first time among departments and branches of Ba Ria - Vung Tau province,” Mr. Phan Van Manh added.

Regarding the key tasks in 2024, Mr. Phan Van Manh, Deputy Director in charge of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, said: The goal set for the Department of Natural Resources and Environment of the province is to continue to complete all tasks and targets set out in the plan. In particular, the Department of Natural Resources and Environment will do a good job of advising the Provincial Party Committee, People's Council, and People's Committee of Ba Ria - Vung Tau province in performing the following tasks: Focusing on investment, speeding up the completion of important infrastructure projects, creating new development momentum; promoting economic development towards improving growth quality; effectively using development resources, saving resources; focusing on environmental protection, improving people's quality of life.

In the environmental field alone, the Department of Natural Resources and Environment aims to complete the implementation of environmental targets 1 year early according to the Resolution of the People's Council of Ba Ria - Vung Tau province on socio-economic development for the 5 years 2021 - 2025. Specifically, the rate of hazardous waste collected and treated will reach 100%; the rate of urban domestic waste collected and treated will reach 98%; the rate of ordinary industrial solid waste will also be collected and treated will reach 100%. At the same time, the Department of Natural Resources and Environment will also accelerate the implementation of the Project on Solid Waste Management and Classification of Domestic Solid Waste at Source for the period up to 2025, with a vision to 2030.

In the field of land, the Department of Natural Resources and Environment will advise and submit to competent authorities the Decision to approve the 5-year Land Use Plan (2021 - 2025) of Ba Ria - Vung Tau province; appraise and adjust the District-level Land Use Plan to 2030; build a database and 3D GIS 3D spatial map; measure and create cadastral maps for areas using digital maps in the province.

“In particular, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will proactively study the provisions of the Draft Law on Land (amended). When this Law is passed, it will fully and promptly advise the Provincial People's Committee to issue legal documents that are suitable to the actual situation of the locality, easy to implement, and minimize the need for amendments and supplements,” Mr. Phan Van Manh emphasized.

Also at the Conference, Mr. Le Anh Tu, Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, launched the emulation movement in 2024. Accordingly, with the motto "Solidarity, discipline, innovation, creativity, digital transformation, green transformation", all civil servants, public employees, and workers of the Department of Natural Resources and Environment and the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will be determined to complete all tasks, targets, and plans for the whole year 2024.
