
On the afternoon of January 5th, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province held a conference to summarize the state management work of the natural resources and environment sector in 2023 and to implement directions and tasks for 2024.
Speaking at the conference, Phan Van Manh, Deputy Secretary of the Party Committee and Deputy Director in charge of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, stated: In 2023, the Department of Natural Resources and Environment resolutely implemented and concretized the policies and directives of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Ba Ria - Vung Tau in the field of natural resources and environment. Through this, the state management of natural resources and environment has contributed to the socio -economic development of Ba Ria - Vung Tau province.
In particular, administrative reform has been strengthened and achieved effective results. The latest Land Access component index of Ba Ria – Vung Tau province, part of the PCI Index, scored 7.66 points, ranking 4th out of 63 provinces/cities nationwide and 1st out of 6 provinces/cities in the Southeast region, an increase of 30 ranks compared to the national average and 4 ranks compared to the Southeast region. The rate of applications received and processed through online public services reached a high level, with the Department of Natural Resources and Environment achieving a rate of 99.06%, the Land Registration Office system achieving a rate of 91.44% for applications from organizations and businesses, and 88.63% for applications from households and individuals.
In the field of land management, as of now, Ba Ria - Vung Tau province has completed the surveying, registration, and establishment of cadastral databases in all 82/82 commune-level administrative units and Con Dao district. Regarding the issuance of land use right certificates, the total cumulative area issued to households and individuals as of October 31, 2023, reached 98.66%; and to organizations reached 99.39%. The Department of Natural Resources and Environment also advised the People's Committee of Ba Ria - Vung Tau province to issue Decision No. 44 dated September 19, 2023, of the Provincial People's Committee regulating the conditions for land subdivision, land consolidation, and the minimum area for land subdivision for each type of land in Ba Ria - Vung Tau province.
In the environmental sector, all environmental targets for 2023 were met. The Department of Natural Resources and Environment of Ba Ria - Vung Tau province advised the Provincial People's Committee to issue a Decision approving the Project on Solid Waste Management and Sorting of Household Solid Waste at Source in Ba Ria - Vung Tau province for the period up to 2025, with a vision to 2030; and announced the list of projects for which investors are selected to implement the project of a household solid waste treatment plant using incineration and power generation technology in the Toc Tien concentrated waste treatment area.

In the field of mineral resources, the Department of Natural Resources and Environment advised the People's Committee of Ba Ria - Vung Tau province to submit to the Standing Committee of the Provincial Party Committee for promulgation the Action Program on implementing Resolution No. 10-NQ/TW, dated February 10, 2022, of the Politburo on "Strategic orientation of geology, mineral resources and mining industry to 2030, with a vision to 2045" in the province; and the report of the Party Committee of the Provincial People's Committee on the results of implementing Resolution No. 34/2018/NQ-HĐND dated December 14, 2018, of the Provincial People's Council on material sources serving key projects in the province in the coming period.
"In particular, in 2023, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province accelerated its digital transformation efforts, ranking third among the departments and agencies of Ba Ria - Vung Tau province for the first time," Mr. Phan Van Manh added.
Regarding the key tasks for 2024, Mr. Phan Van Manh, Deputy Director in charge of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, said: The goal set for the Department of Natural Resources and Environment of the province is to continue to complete all tasks and planned targets. In particular, the Department of Natural Resources and Environment will do a good job of advising the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee of Ba Ria - Vung Tau on the implementation of the following tasks: Focusing on investment and accelerating the completion of important infrastructure projects to create new development momentum; promoting economic development towards improving the quality of growth; efficiently using development resources and conserving resources; and paying attention to environmental protection and improving the quality of life for the people.
Specifically in the environmental sector, the Department of Natural Resources and Environment aims to complete the environmental targets one year ahead of schedule, as stipulated in the Resolution of the Ba Ria - Vung Tau Provincial People's Council on socio-economic development for the 5-year period 2021-2025. Specifically, the rate of hazardous waste collection and treatment will reach 100%; the rate of urban household waste collection and treatment will reach 98%; and the rate of ordinary industrial solid waste collection and treatment will also reach 100%. At the same time, the Department of Natural Resources and Environment will also accelerate the implementation of the Solid Waste Management and Household Solid Waste Sorting at Source Project for the period up to 2025, with a vision to 2030.

In the field of land management, the Department of Natural Resources and Environment will advise and submit to competent authorities the Decision approving the 5-year land use plan (2021-2025) of Ba Ria - Vung Tau province; appraise and adjust the district-level land use plan until 2030; build a database and 3D GIS spatial map; and conduct cadastral surveying and mapping for areas using digitized maps in the province.
"In particular, the Department of Natural Resources and Environment of Ba Ria - Vung Tau province will proactively study the regulations of the Draft Law on Land (amended). Once this Law is passed, it will provide full and timely advice to the Provincial People's Committee to issue legal documents that are appropriate to the local situation, easy to implement, and minimize the need for amendments and supplements," Mr. Phan Van Manh emphasized.
Also at the conference, Mr. Le Anh Tu, Deputy Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province, launched the emulation movement for 2024. Accordingly, with the motto "Unity, discipline, innovation, creativity, digital transformation, green transformation," all civil servants, officials, and employees of the Department of Natural Resources and Environment and the entire Natural Resources and Environment sector of Ba Ria - Vung Tau province will be determined to complete all tasks, targets, and plans for the whole year of 2024.
