On the afternoon of November 29, Prime Minister Pham Minh Chinh met with Turkish President Recep Tayyip Erdogan.
During the meeting, President Erdogan affirmed that Turkey values the development of multifaceted cooperation with Vietnam. He also thanked and expressed his appreciation for the valuable support that the Government and people of Vietnam have given to the Turkish people in overcoming the consequences of the earthquake in February.
Bilateral trade target: $5 billion
The two leaders agreed on several specific measures to further promote multifaceted cooperation between the two countries.
In terms of politics and diplomacy, both sides agreed to promote cooperation between the Communist Party of Vietnam and the ruling Justice and Development Party (AKP) of Turkey, as well as between the governments and parliaments of the two countries. They exchanged views on regional and international issues of mutual concern, emphasizing the importance of adhering to international law and ensuring peace, security, and development in both regions and globally.

Economically, Prime Minister Pham Minh Chinh and President Recep Tayyip Erdogan agreed that the potential for cooperation is still very large and needs to be specifically exploited. The President affirmed Türkiye's interest in promoting cooperation in trade and investment with Vietnam, setting a target of $5 billion in bilateral trade turnover in the coming period. He expressed his desire for the two countries to expand cooperation in the fields of tourism, healthcare, energy, etc.
President Erdogan affirmed that he would direct ministries and agencies to proactively implement the contents agreed upon during the Prime Minister's visit, including the early organization of the 8th Session of the Vietnam-Turkey Intergovernmental Committee and the 5th Political Consultative Meeting between the two Ministries of Foreign Affairs in the first half of 2024.
Prime Minister Pham Minh Chinh requested Türkiye to create favorable conditions for Vietnam's key export products such as footwear, agricultural products, and seafood to penetrate Turkish supermarket chains and distribution systems. He also welcomed Turkish corporations and businesses to invest in areas such as hydrogen development, infrastructure, and logistics.
The two leaders also agreed to promote cooperation in other areas such as the development of the Halal industry, tourism, agriculture, education and training, and strengthening people-to-people exchanges. Regarding regional and international issues, Prime Minister Pham Minh Chinh announced that Vietnam would contribute US$500,000 through the UN Relief and Works Agency for Palestine Refugees (UNRWA) for urgent humanitarian aid to the Palestinian people in the Gaza Strip.
On this occasion, Prime Minister Pham Minh Chinh conveyed President Vo Van Thuong's invitation to President Recep Tayyip Erdogan to pay an official visit to Vietnam in 2024. President Recep Tayyip Erdogan happily accepted the invitation and expressed his hope to arrange the visit soon.

Earlier, following the solemn official welcoming ceremony held at the Presidential Palace, Prime Minister Pham Minh Chinh held talks with Vice President Cevdet Yilmaz.
At the press conference following the talks, Prime Minister Pham Minh Chinh, opening his remarks in Turkish, said he was very impressed with the rich history and culture, the many majestic natural landscapes, and the hospitable people of the country, known as the "crossroads of civilizations".

He highly appreciated Türkiye's current position as the largest direct investor from the Middle East in Vietnam, with a total registered investment capital of nearly 1 billion USD. He also stated that Vietnam will create favorable conditions for Turkish corporations and businesses to invest in priority sectors such as industrial production, high-tech agriculture, consumer goods, green economy, and innovation.
Regarding cooperation in the field of defense and security, both sides agreed to strengthen cooperation in the defense industry, promote information exchange, combat crime, and enhance cooperation in training, technical and technological education, search and rescue, and humanitarian assistance. The two leaders agreed on the need to promote information exchange, participate in major international tourism events in each country, and consider simplifying visa procedures to further facilitate tourism between the two countries.
Following the talks, the Turkish Vice President expressed his appreciation and affirmed that he would always remember the human and material support that the Government and people of Vietnam had provided to Türkiye in overcoming the consequences of natural disasters. Türkiye will open a Turkish Consulate General in Ho Chi Minh City.
The Vice President of Türkiye highly appreciated the success of the Vietur consortium, led by a Turkish company (IC Holdings Group), in winning the bid for the Long Thanh airport passenger terminal project (35,000 billion VND). Mr. Cevdet Yilmaz also stated that he has accepted an invitation from Prime Minister Pham Minh Chinh to pay an official visit to Vietnam in 2024.
Prime Minister Pham Minh Chinh and Turkish Vice President Cevdet Yilmaz jointly witnessed the signing ceremony of the Memorandum of Understanding on cooperation in agriculture and forestry between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture and Forestry of Türkiye, the Memorandum of Understanding on cooperation between the Diplomatic Academy of Vietnam and the Diplomatic Academy of Türkiye, and the Letter of Intent on cooperation between Vietnam Airlines and Turkish Airlines.
