(Baothanhhoa.vn) - Recently, Thanh Hoa Newspaper and Radio and Television Station received a petition from Mr. Do Van Viet, representing 21 households in sub-district 3, Ha Trung commune, complaining about the Cao Phu Yen family at house number 03, alley 11, Nguyen Hoang street (National Highway 1A), encroaching on public land and blocking the road for residents.

Residents of sub-district 3, Ha Trung commune, have reported the incident.

To clarify the issues raised in the petition, we went to Sub-district 3, Ha Trung Commune to investigate the matter. In 1990, Ha Trung Town, Ha Trung District (formerly) sold residential land to 23 families in the Ga Market area (now Sub-district 3), facing the railway. To facilitate access for residents of the plots behind, Ha Trung Town opened a road connecting National Highway 1A to the railway corridor. Because it was a dead-end road and close to the railway corridor, it was rarely used. On December 12, 1996, Mr. Cao Phu Yen's family submitted a petition to the Chairman of the People's Committee of Ha Trung Town and the head of Sub-district 3 requesting permission to borrow the land at the end of the road for agricultural production. Since then, Mr. Yen's family has used this land from 1996 to the present and has built a solid gate on it.

Recently, due to increased traffic demand, residents living along the railway corridor have approached and urged Mr. Yen's family to return the public land used as a residential road, but without success. Mr. Do Van Viet, representing 21 households, expressed his frustration, stating: “For many years, Mr. Yen's family has encroached on a portion of the road in Alley 11 for their own use. We, the residents, request that the Ha Trung commune authorities promptly resolve this issue and return the road so that we can benefit.”

Working with the Ha Trung commune authorities, we learned that after receiving the petition from the households in sub-area 3, in early May 2025, Ha Trung town established a working group to inspect the cadastral map system, roads, and the actual situation in the residential area. The inspection confirmed that Alley 11 still ensures traffic flow for households adjacent to the railway corridor. However, the land designated for the road adjacent to Mr. Yen's house has been fenced off and a solid gate has been built. Considering this to be an encroachment on public land, Ha Trung town issued a document requesting Mr. Yen's family to dismantle the existing structures on the land and restore the land to its original state as public land. However, on July 18, 2025, when we, along with representatives from the Ha Trung commune leadership, met with the households, Mr. Yen's family had still not dismantled the gate and fence on the encroached land.

Mr. Do Van Vinh, Chief of the Office of the People's Committee of Ha Trung Commune, said: "In the coming time, Ha Trung Commune will continue to require Mr. Yen's family to strictly comply with the demolition of the structures built on encroached land and return the land to the State for management. After clearing the encroached land, the commune authorities will erect fences to prevent households from violating the railway corridor."

To definitively resolve the petitions of the households in sub-district 3, the Ha Trung commune authorities need to take more decisive action in requiring Mr. Yen's household to dismantle the structures, remove the trees and crops on the encroached land, and promptly return the public land to the State. This will also help reduce the number of prolonged complaints and maintain security and order at the local level.
