The Standing Committee of the Son Duong District Party Committee has consistently directed agencies, units, and grassroots Party branches to proactively review and implement cadre planning based on regulations and guidelines, ensuring the required number and structural ratio across three age groups, especially the planning of Party committees and standing committees at each level. Implementation at all levels adheres to the principles of "dynamic" and "openness," particularly for young cadres, with multiple candidates being considered for one position, and one person potentially being considered for several positions. Planning is not confined to a single agency or unit but considers and incorporates candidates into local planning, agencies, and other units, with top priority given to young cadres. The Standing Committee of the District Party Committee also directs Party committees at all levels to periodically review, supplement, and adjust their plans; promptly removing those who no longer meet the standards and conditions from the plan and adding promising young cadres to it.
Following the planning process, the Standing Committee of the Son Duong District Party Committee approved the results of the review and supplementation of the current term's planning, and developed plans for the next term for agencies and units; linking planning with the rotation, training, and placement and utilization of cadres in accordance with regulations. Annually, the District Party Committee reviews and registers the training and development needs, updating knowledge related to the job titles and positions of each cadre, civil servant, and public employee, and sends cadres, civil servants, and public employees for training and development in accordance with regulations.

Comrade Hứa Thị Hà, born in 1983, is a teacher. Through the planning process, Comrade Hà was elected as Vice President of the Sơn Dương District Women's Union and a member of the 14th National Assembly . Currently, Comrade Hà is a member of the Provincial People's Council, a member of the Standing Committee of the District Party Committee, and Vice President of the Sơn Dương District People's Council. Throughout her career, Comrade Hà has consistently received high praise from the Provincial People's Council and the Standing Committee of the Sơn Dương District Party Committee for her youthful energy, competence, and enthusiasm in fulfilling her assigned duties.
From 2020 to 2023, the Standing Committee of the Son Duong District Party Committee implemented personnel planning for 4,980 cadres across 15 district-level positions and 15,722 cadres across 11 commune and town-level positions. Accordingly, the proportion of young cadres included in the planning increased in each period. Currently, the proportion of cadres aged 40 and under accounts for 47.3%, with young cadres participating in the District Party Committee accounting for 21.6%. At the commune level, the proportion of young cadres under 40 accounts for 37%, with young cadres participating in the Party Committee accounting for 44%.
Comrade Do Xuan Phuc, Head of the Organization Department of the Son Duong District Party Committee, said that in implementing Project No. 15-DA/TU of the Provincial Party Standing Committee on building a team of young cadres and cadres from ethnic minorities in Tuyen Quang province for the period 2023-2030, the Son Duong District Party Standing Committee has developed a plan to implement it synchronously throughout the entire Party organization. According to the plan, the percentage of young cadres at the district-level Party committee level is over 15%, and the percentage of young cadres at the commune level is over 30%. Thus, the current number of young cadres at all levels significantly exceeds the targets of the Project. In addition, in implementing Plan No. 525 of the Provincial Party Committee on implementing Directive No. 35 of the Politburo , the District Party Standing Committee has also focused on effectively carrying out training, personnel review, leadership rotation, and careful and thorough cadre planning to ensure the proportion of young cadres meets the regulations.
Creating opportunities for development
The Standing Committee of the Son Duong District Party Committee has boldly assigned important tasks to young cadres, helping them develop their abilities and assert themselves. Many leadership positions at the departmental and commune levels have been assigned to young cadres, creating motivation while ensuring innovation in management.
After graduating with a Master's degree from Hanoi University of Culture, Ms. Ha Thi Hong Lien, born in 1985, began working at the Son Duong District Cultural Center. As a young and dynamic officer, Ms. Lien has consistently performed her assigned duties well. In 2013, she was appointed Deputy Head of the District Department of Culture and Information; in 2021, she was appointed Deputy Head of the Ethnic Affairs Committee of the District People's Council. In March 2024, she was transferred to the Department of Culture and Information and appointed Head of the Department. Since the beginning of the year, with the enthusiasm of a young officer, Ms. Lien has advised and directed the implementation of all assigned targets, exceeding expectations. Tourism in Son Duong district has seen significant improvements; the preservation and maintenance of ethnic culture has been promoted; and the digital transformation of the Department has also seen many positive changes.
Comrade Do Xuan Phuc, Head of the Organization Department of the Son Duong District Party Committee, also stated that the young cadres, with their strengths of eagerness to learn, enthusiasm, aspirations, and ambition, have brought about a clear positive effect, injecting new vitality into the political system at all levels. These young, dynamic leaders are developing their talents and intellect in their assigned positions. Practical experience in Son Duong district shows that the young cadres appointed to leadership positions have demonstrated their capabilities, creativity, quick adaptation to new things, good health, and a willingness to think outside the box and take action.
For example, Comrade Duong Anh Chung, after being appointed Chief Inspector of the district, has made many innovations in various aspects of work, especially in handling complaints and denunciations. Comrade Hoang Minh Canh is a young cadre who was transferred to become Secretary of the Party Committee of Ninh Lai commune, one of the key communes in the district for new rural development. During his work, Comrade Canh has also effectively utilized his abilities, working with the Party Committee and the people of the commune to carry out many activities to maintain and develop advanced new rural criteria, aiming towards building a model new rural area.
With steady progress, Son Duong district is building a strong foundation for young cadres, contributing to the achievement of comprehensive and sustainable development goals in the new phase.
