Land valuation is an important step to calculate land rent, compensation, support when recovering land and determine the starting price in land auction, but this stage has been "clogged" in recent times. As a result, many projects are delayed and budget revenue is affected.

Recently, at the conference to review the first 6 months of the year of the Natural Resources and Environment sector, Deputy Director of the Department of Natural Resources and Environment Nguyen Ngoc Thuong said that due to many shortcomings in the law, the work of family members in the province is currently facing many difficulties. As an example of this, Mr. Thuong said that, according to regulations, the locality must develop a specific annual land price plan and the land plot document to be valued for bidding to select a consultant and landowner. However, the development of the annual plan is only a forecast, so it is very difficult to organize a bidding process to select the managing unit. In the case of organizing bidding to select a consulting unit to determine the specific cost of each project, there are also many shortcomings that lead to a delay in time.
Statistics for the first 6 months of the year, the Department of Natural Resources and Environment submitted 12 documents to the Provincial Council of Valuation, submitted to the Provincial People's Committee for promulgation of the land price 7 documents, handled problems in the land appraisal specifically for 10 cases.

Every year, in the province, there are many projects that need consulting and evaluation, but currently there are only about 10 participating units. The Department of Natural Resources and Environment has gone through many different channels to find an organization with the function of advising on family law, but very few units are interested. Therefore, the specific CEO faces many difficulties.
Sharing the same opinion on this issue, Director of the Department of Natural Resources and Environment Dang Minh Duc said that not only Dong Nai but many provinces and cities are also facing difficulties in applying the FLA method. This affects the progress of project implementation, budget collection and disbursement of public investment capital, and increases lawsuits and complaints.
Current regulations have 5 methods of evaluation, but each method has its own difficulties. For example, with the method of collection, it is very difficult for the real estate agent to collect information on the actual transaction and transfer land prices; information on the cost of land reclamation and works on the land. For the direct comparison method, it is difficult to find a land plot that is similar to the land plot to be valued in terms of size, shape, profitability, infrastructure conditions, etc.
* Modify method of evaluation
In order to remove obstacles for land use, the Department of Natural Resources and Environment recommends the Provincial People's Committee to approve the policy of building a land price adjustment coefficient applicable to each specific project and submit it to the Provincial People's Council for approval at the nearest meeting before the Provincial People's Committee decides to serve as a basis for determining financial obligations on land when the State allocates or leases land.

The determination of specific land value according to the remaining 4 methods (direct comparison, income, deduction, surplus) is only applicable to the case of determining the initial value of land for auction when allocating land with collection of land use levy.
Sharing about this issue, Vice Chairman of the Provincial People's Committee Vo Tan Duc said that on 7-7-2023, the Provincial People's Committee issued a decision authorizing the district-level People's Committee to decide on specific land prices in order to partially remove obstacles for the family. To decide to assign departments and branches to organize guidance, training and support for localities in their work: selecting consulting units, appraising specific land prices, approving land prices.
Right after that, on July 10, 7, Prime Minister Pham Minh Chinh signed an official letter to remove difficulties and obstacles in the family meeting. The Prime Minister assigned the Minister of Natural Resources and Environment to complete the amendment, detailing the land price assessment method, adjusting the land price list, specific land price assessment and consulting on land price determination in this July to submit to the Prime Minister. At the same time, set up a working group to monitor, examine, urge and handle problems related to management. Chairman of the People's Committees of the provinces and centrally-run cities shall focus on directing the work of family appraisal and decide on land prices according to their competence; Authorize district level to determine specific land prices according to decentralization.
