
On the afternoon of July 1st, at the National Assembly building, presiding over and giving a keynote speech at the workshop "Orientation for perfecting the legal framework on land, amending the Land Law towards the goal of freeing resources for socio -economic development in the new era," Vice Chairman of the National Assembly Nguyen Hong Dien stated that the amendment of the Land Law needs to be approached with a truly groundbreaking mindset, placing people and businesses at the center, and making the effectiveness of national development the highest goal.
The Vice Chairman of the National Assembly emphasized the core principle in lawmaking: each regulation is only truly valuable when implemented in practice, and each policy is only effective when it simultaneously ensures state management requirements, creates momentum for development, encourages innovation, protects the legitimate rights of stakeholders, and serves the national interest.
To realize this viewpoint, Deputy Speaker of the National Assembly Nguyen Hong Dien stated that land is a special resource and means of production, and land use rights are a crucial input for socio-economic development investment. The State needs to clarify its role as the representative owner, unlock resources but without loosening management, preventing losses, waste, or increased inequality. In particular, management needs to shift from a "Government managing" mindset to a "Government creating development" mindset to unlock resources and pave the way for innovation, while also changing from merely "compensating for confiscated assets" to a mindset of "rebuilding people's lives."

Based on these guidelines, the Vice Chairman of the National Assembly assigned specific tasks to relevant agencies to ensure the best possible quality preparation for the draft law. Specifically, the National Assembly's Economic and Financial Committee, as the lead agency for review, needs to proactively conduct a comprehensive review of major policies, closely adhering to groundbreaking perspectives on land management in the new context. In addition, the National Assembly's Ethnic Council and other committees will coordinate closely to ensure the project is considered comprehensively from all aspects, including economics, finance, law, environment, and planning.
On the part of the drafting agency, the Ministry of Agriculture and Environment, the requirement is to seriously consider all opinions, thoroughly assess the impact of each policy to ensure the Law is stable and feasible, and at the same time, urgently complete the draft Law dossier to report to the Party Committee of the Government and meet the directives of General Secretary and President To Lam.

At the workshop organized by the Economic and Financial Committee, representatives from central agencies, experts, scientists, and the business community contributed insightful opinions. Discussing the results of law enforcement, analyzing bottlenecks, and proposing innovations in financial mechanisms, land valuation, and land allocation, the opinions expressed at the workshop affirmed the goal of building a modern, synchronized, open, and transparent land governance system. This direction requires the complete removal of barriers to market entry, the elimination of the "request-and-grant" mechanism, and especially ensuring smooth operation on a digital platform with the strong application of science, technology, and artificial intelligence.
The workshop results will provide additional information for research and input on finalizing Resolution No. 18-NQ/TW dated June 16, 2022, of the 5th Plenum of the 12th Central Committee on continuing to innovate and improve institutions and policies, enhance the effectiveness and efficiency of land management and use, and create momentum to make Vietnam a high-income developed country; reporting to the 3rd Plenum of the 14th Central Committee; researching the direction for amending the Land Law and related laws; and preparing for the review of the draft amended Land Law to be submitted to the 16th National Assembly for consideration.
