In 2025, the National Assembly and the Government assigned Hung Yen province a state budget revenue target of 55,406 billion VND, including 50,006 billion VND from domestic sources and 5,400 billion VND from import and export taxes. The Provincial People's Council agreed to set the target equal to the central government's estimate. However, thanks to strong political determination and the coordinated efforts of the entire political system, total state budget revenue in the province reached over 100,000 billion VND, creating a significant mark in the province's economic and financial landscape. Many revenue streams experienced exceptional growth, such as: Revenue from the non-state economic sector estimated at 19,280 billion VND, equivalent to 231% of the target; personal income tax reached 3,920 billion VND, equivalent to 203% of the target. Many businesses in real estate, processing industries, construction materials manufacturing, pharmaceuticals, chemicals, etc., saw a dramatic increase in their budget contributions. Comrade Nguyen Duc Son, Head of the Hung Yen Provincial Tax Department, stated: In 2025, the nationwide tax sector will strongly transform its organizational structure towards streamlining and operating a new tax management model – management based on subjects combined with functions. Simultaneously, the constantly fluctuating global economy directly impacts businesses. However, thanks to the close adherence to the directives of the Ministry of Finance , the Provincial Party Committee, the Provincial People's Committee, the effective coordination of departments and agencies, and the efforts of the tax staff, many impressive results have been achieved. From the beginning of the year, the provincial tax sector has focused on implementing many key solutions: reviewing each revenue item, tax category, and each enterprise; tightening tax debt management; coordinating inter-agency efforts to effectively exploit revenue sources from land; strengthening inspections in high-risk areas and exploiting data from electronic invoices, bank accounts, and e-wallets... These solutions have contributed positively to budget revenue results, while enhancing transparency and efficiency in tax management.
Working with businesses to overcome difficulties.
Entering 2025, businesses will face numerous challenges such as: the need for digital transformation, changes in tax policies, new management standards, fluctuations in the global market, and cost pressures. In this context, the Tax Department has always recognized that the success of businesses is the foundation for the success of the tax authorities. According to Mr. Do Van Ve, Chairman of the Provincial Business Association, the Tax Department has accelerated administrative procedure reforms, applied digital technology , built an online support system, maintained a hotline, and organized many dialogue sessions to address difficulties. As a result, the processing time for applications has been significantly reduced, greatly facilitating production and business activities for the business community.
Viet Duc Co., Ltd., located in Nhu Quynh commune, is a major concrete production enterprise in the province, providing employment for nearly 400 workers annually, generating revenue of approximately 1,000 billion VND, and paying over 12 billion VND in taxes. For the past 22 years, the company has consistently received support from the Tax authorities, allowing it to confidently invest, expand production and business, and fulfill all its obligations to the State.
As a leading domestic market share holder and exporter to 50 countries, despite being affected by trade protection measures from the US and India, Toan Phat Copper Pipe Joint Stock Company in Nhu Quynh commune has overcome difficulties and maintained stable production. In 2025, the company's total revenue is estimated at VND 4,800 billion, of which VND 2,900 billion comes from exports; contributing approximately VND 240 billion to the state budget. The close support from the Tax Department has helped the company promptly resolve many issues, especially those related to electronic invoices and new tax policies.
Conquer new goals
The province's 2025 budget revenue results clearly demonstrate the strong momentum of the economy, the effective management of the government, and the efforts of the business community. With renewed vigor, determination, and fundamental solutions, the province has a solid foundation to continue its breakthroughs, successfully completing its financial and budgetary tasks in 2026, contributing to the province's increasingly comprehensive and sustainable development. According to Mr. Nguyen Duc Son, Head of the Hung Yen Provincial Tax Department, in 2026, the Tax Department will continue to effectively implement tasks according to Resolution No. 41-NQ/TW and Resolution 68-NQ/TW of the Politburo and Plan 434-KH/TU of the Provincial Party Committee. This will focus on major tasks such as proactively advising on mechanisms and policies for socio-economic development; reforming administrative procedures; attracting investment and nurturing revenue sources. The department will also accelerate reforms of tax administrative procedures, creating favorable conditions for citizens and businesses. Accelerate modernization and digital transformation in tax administration. Seriously and promptly implement policies on tax and land rent exemptions, reductions, and extensions. Coordinate inter-agency efforts to support the development of the business community and entrepreneurs in the province.
Building on the success of 2025, the provincial tax sector is confident in entering 2026 to achieve the target of collecting 84,250 billion VND in state budget revenue, including 77,600 billion VND from domestic sources and 6,650 billion VND from import and export taxes.
