The key point of this speech is that our country's top leader presented Vietnam's Vision on current issues that have been and are happening worldwide, threatening human life and existence on many continents.
War, natural disasters, epidemics... are claiming the lives of millions of innocent people. Difficulties are piling up, and Vietnam is also suffering enormous losses in terms of human lives and property from climate change, especially the recent Typhoon Yagiv (Typhoon No. 3). But what seemed insurmountable has become insurmountable as the Vietnamese people have stood shoulder to shoulder, maximizing their humane cultural traditions, combining national strength with the strength of the times.
At the global level, the lesson learned is that if nations and peoples unite and cooperate, upholding their responsibility towards the destiny of humanity with the awareness to preserve peace , stability, and cooperation in resolving disagreements, preventing and repelling armed conflicts, and expanding exchanges and cooperation in business on a mutually beneficial basis, then these are the factors that create "possibility".
General Secretary and President To Lam affirmed that, in this direction, Vietnam is acting to the best of its ability, clearly demonstrating its role as a responsible member of the international community, striving to the highest degree for the goals of peace, stability, cooperation, and development. With that vision, Vietnam is confidently entering a new era – an era of striving towards the historic milestone of the 100th anniversary of the founding of the Socialist Republic of Vietnam in 2045, achieving the goal of becoming a developed industrial nation with high-income citizens, standing shoulder to shoulder with advanced powers in the world.
The aforementioned message from General Secretary and President To Lam has received many positive responses from reputable experts around the world. On September 30, the Japanese website asia.nikkei.com published an article by Sam Korsmoe, an American writer who has lived and worked in Vietnam for nearly 20 years and is the co-author of the book "Vietnam: Asia's Rising Star," in which he stated that, despite some obstacles, Vietnam will continue its economic growth despite political instability.
According to the article, within just a few months, General Secretary and President To Lam has highlighted Vietnam's "bamboo diplomacy" strategy, affirming that Vietnam is friends with all countries to build a strong and stable country.
Notably, this trip is very important for Vietnam's business activities with the US. According to the International Trade Administration under the US Department of Commerce, Vietnam is currently the 6th largest exporter to the US and the 28th largest market for US exports, he cited.
He posed and answered his own question: Will this trend continue in the coming period? “Clearly, Vietnam is an ‘economic tiger’ with a bright future. Vietnam possesses the tangible assets necessary for growth and development, like Taiwan (China) and South Korea, two of the ‘economic tigers’ from the 1980s. Vietnam has the potential to become wealthy (i.e., escape the middle-income trap and become a high-income country) by 2045, just as Taiwan (China) and South Korea did in 2000. Vietnam will continue to maintain its current growth momentum through export-oriented manufacturing, free trade, and foreign direct investment (FDI).”
He analyzed that there are three factors that make up Vietnam's strength - culture, policy and action.
According to him, culture is based on a characteristic called “pragmatic will”. Vietnamese people have the valuable characteristics of working hard, ensuring stability, taking responsibility and persistently pursuing goals when those goals are beneficial to the country.
In terms of policy, there are many factors, but the most important is Vietnam's support for free trade. Since signing a bilateral trade agreement with the US in 2001, Vietnam has joined the World Trade Organization (in 2007) and signed 15 more bilateral trade agreements. Free trade is Vietnam's ticket to prosperity. Vietnam has participated in free trade agreements for the past 25 years and will continue to do so.
The clearest evidence is that Vietnam has positioned itself as a preferred destination in the "China+1" strategy of global manufacturers. Manufacturers are leaving China and relocating their operations to Vietnam. Therefore, the US's diplomatic partnership with Vietnam as a comprehensive strategic partner means that American businesses are well-positioned to be part of this trend.
“Over the past 25 years, Vietnam has been developing its economy and exporting Vietnamese-made goods to the world. It is absurd to think that this trend will end because of a change in leadership,” he said.
Mr. To Lam's visit to the US and his meetings with important figures and corporations came at a very opportune time – this speaks volumes about Vietnam's internal strength, thereby building its international standing. This is a positive sign for what is to come. This will boost the confidence of American business leaders and other businesses, as well as the Vietnamese community abroad, that Vietnam will continue its journey and strive to further develop its economy for another 25 years.”
The author of this article would like to note that, when discussing meetings with influential figures at the United Nations forum, one particular detail that captivated the UN plenary session was that, at the beginning of his speech, US President Joe Biden reviewed his arduous political career, from his first election to the US Senate in 1972 – a time when the US was still engaged in the Vietnam War.
The US President shared: “At that time, we were living at a turning point in history, through a time of tension and uncertainty. America was fighting in Vietnam, the longest war in the country’s history at that time…”.
According to Biden, the United States was internally divided and angry over many different issues at the time. Although that period has passed, including the end of the Vietnam War, things were not easy or simple for the United States. However, through their efforts, Vietnam and the United States have overcome their differences and built a strong partnership.
He affirmed, “Today, the US and Vietnam are partners and friends. The Vietnam-US relationship is proof that the horror of war always has a way forward. Everything can become better. We must not forget that.”
An event that also received special attention from international public opinion was the first face-to-face meeting between the leaders of Vietnam and the United States, taking place in the context of the two countries marking one year since establishing the Comprehensive Strategic Partnership.
During the meeting, President Joe Biden expressed his condolences to Vietnam for the damage caused by super typhoon Yagi and affirmed that the US government is ready to support Vietnam in the recovery process after the storm.
Once again congratulating General Secretary and President To Lam on his new position, President Joe Biden affirmed that the US considers Vietnam "a top priority partner in the region." According to researcher Liu Qingbin (China), "such an assessment of a Southeast Asian country that is not an ally of the US is truly rare."
President Joe Biden emphasized, “The United States supports Vietnam playing an increasingly important role in the region and internationally; and looks forward to working closely with Vietnam in maintaining peace, stability, cooperation, upholding international law, ensuring freedom of navigation and overflight in the South China Sea, combating climate change, and addressing common regional and international issues.”
During meetings with many heads of state and international organizations, and large corporations on the sidelines of the Conference, the Vietnamese delegation also received high appreciation for its achievements and affirmation of continued support and cooperation with Vietnam in many fields.
As materialists, we are not simply optimistic about those praises. On the one hand, we are grateful for the support of our international friends for Vietnam; on the other hand, we deeply understand that the will to be self-reliant and strong, building a powerful force from within, is the decisive factor, while external support is important for the rapid and sustainable development of the country.
The practice of nearly 40 years of innovation and international integration with great and comprehensive achievements is the foundation that allows us to confidently enter a new era - the era of Vietnam's rise - as affirmed by the message of General Secretary and President To Lam domestically and internationally.
