
In the first six months of 2026, the establishment of grassroots trade unions in enterprises, especially in industrial zones, yielded positive results, with 49 grassroots trade unions established, exceeding the annual target by 63.3%. These newly established grassroots trade unions in enterprises are gradually fulfilling their role in caring for and protecting the rights of workers.
Initial changes
Ce Link Hai Duong Vietnam Co., Ltd. (An Phat 1 Industrial Park, An Phu Commune) commenced production in February 2026. Immediately upon starting operations, with the support of the Industrial Park Trade Union Committee (City Federation of Labor), a company-wide Trade Union establishment committee was formed and developed a plan to promote and encourage employees to join the trade union. Information sessions were held in each department and production workshop to help employees understand the role and functions of the trade union, as well as the rights and obligations of union members. As a result, 100% of the company's employees voluntarily joined the Vietnam Trade Union.
In March 2026, a labor union was established at the company. Immediately afterward, union officials conducted surveys and gathered the aspirations of the workers in order to negotiate the terms and conditions of the collective labor agreement.
During Workers' Month alone, the Industrial Park Trade Union Committee recruited an additional 10,015 members. The establishment of trade union organizations in enterprises within industrial parks has initially created a shift in policies aimed at caring for workers…
Ms. Tran Thi Thu Huong, an employee of the Operations Department at XiongTai Vietnam Co., Ltd. (Nam Dinh Vu Industrial Park , Hai Phong ), shared: "The suggestions from workers regarding adding fans to the canteen and workshops, and supplementing the nutritional regime for workers during the hot season... have all been received, considered, and proposed to the company's leadership by the trade union."
Operating stably since July 2025 in An Duong Industrial Park, Tinno Vietnam Co., Ltd. is a 100% Chinese- invested enterprise specializing in the production of mobile phones, iPads, smartwatches, etc. Along with the company's development, a company labor union has recently been established, fulfilling the wishes of both employers and employees.
Ms. Nguyen Thi Thuy Linh, Chairwoman of the Trade Union of Tinno Vietnam Co., Ltd., stated that the Board of Directors desires a reliable trade union to engage in dialogue, listen to employees' opinions, and build harmonious and stable labor relations, ultimately contributing to the company's development goals. From the employees' perspective, the trade union is expected to represent and reflect their legitimate concerns and aspirations.
According to Ms. Linh, in the coming time, the company's trade union will play a bridging role between employees and the enterprise; proactively improve the capacity of trade union officials, coordinate with employers to build, negotiate and sign collective labor agreements with many more favorable terms for employees, especially regarding wages, allowances and working conditions.
Strengthening the role

To affirm the role of the trade union in the enterprise, employees need to understand the functions, duties, and operating principles of the trade union executive committee at the grassroots level.
According to lawyer Doan Thi My An of 1/5 Law Firm (Hong Bang Ward), in order for policies and laws to truly reach workers, it is necessary to innovate the form of communication towards being concise, easy to understand, and accessible through platforms such as Zalo, Facebook, or small group activities, avoiding rigid and monotonous methods of communication.
By understanding the legal regulations regarding working hours, rest periods, maternity leave, labor contracts, social insurance, etc., workers will have a basis to protect their legitimate rights and interests, and at the same time, confidently express their concerns and make suggestions to grassroots trade union officials for support and representation in the dialogue process with the enterprise.
Despite being newly established and operating for less than a year, the clubs of grassroots trade union chairpersons in the western industrial zone of Hai Phong have proactively maintained online connections, exchanging information on order forecasts, recruitment, and supporting grassroots trade unions in handling emerging situations. Activities to share experiences and improve dialogue and negotiation skills have been intensified. Mr. Nguyen Hong Duong, Chairman of the Club of Trade Union Presidents of Phuc Dien Industrial Park, said: The club currently has 24 grassroots trade unions, with approximately 16,000 members. Although no new grassroots trade unions were established in Phuc Dien Industrial Park in the first six months of this year, the number of newly recruited workers continues to increase.
The club actively gathers information on newly established businesses in the industrial park to encourage the formation of trade unions; and encourages newly recruited workers to voluntarily join the trade union. Club members also implement practical support programs such as visiting sick workers, giving gifts during holidays, and assisting workers in difficult circumstances, thus concretizing trade union activities within businesses.
According to Mr. Nguyen Van Quyet, Head of the Trade Union Committee of Hai Phong Industrial Zone, the above results were achieved because the committee assigned officers to closely monitor businesses, stay close to workers, understand the labor situation, labor relations, and the number of union members to clearly understand the progress, and promptly advise on the establishment of grassroots trade unions, membership development, and the introduction of outstanding union members. "Clear responsibilities, clear progress, clear results, and not just general reports" is the solution the committee will continue to apply in supporting newly established grassroots trade unions in businesses and industrial zones in the city in the coming time.
