Tan Phong commune was recently established by merging Tan Phong, Nam Phong, and Bac Phong communes. After the merger, the criteria for new rural development were re-evaluated on a larger scale. The criteria that "failed to meet the standards" were mainly difficult ones requiring significant resources, such as: income, poverty rate, cultural infrastructure, and residential housing.

Mr. Cam Vinh Tri, Chairman of the Tan Phong Commune People's Committee, said: Overcoming difficulties and leveraging internal resources for development, the commune is guiding people to utilize water surface for aquaculture and fishing, and to plant production forests; focusing on developing large-scale livestock farming; and encouraging people to work abroad and as workers in companies inside and outside the province. In addition, the commune is effectively implementing policies to support and encourage the development of commodity-oriented production, linked to the market, and proactively seeking outlets for agricultural products.

Tan Phong commune established a working group to study the experience of growing bamboo shoots in Doan Ket commune, Son La province and Lao Cai province; directed specialized agencies to organize 16 training courses for more than 1,200 people, covering cultivation and livestock farming techniques. Using funds from the national target program for ethnic minority and mountainous areas, the commune provided 2,500 green-necked ducks to poor and near-poor households in Trung Phong and Hop Phong villages.

With clear and specific direction, the people of Tan Phong commune have boldly built effective economic models. Currently, the commune has 468 hectares of fruit trees, with a production of over 5,000 tons per year; 359 hectares of corn, over 43 hectares of rice; and 5,627 hectares of forest, with a forest cover rate of 45.07%. Livestock farming is being strongly promoted through the assignment of specific targets to each village for the development of livestock and poultry herds. Currently, the commune has 4,300 cows, 1,800 pigs, 2,400 goats, and 30,000 poultry. Notably, the commune maintains 84 fish cages, with a production of over 150 tons per year. The commune currently has 3 production cooperatives in the fields of agriculture and construction; these cooperatives are expanding production linkages and applying science and technology to production, creating stable jobs and making a positive contribution to the local socio-economic development. Income reached 27 million VND/person/year, and the poverty rate decreased to 32%.

The movement to promote economic development has been widely replicated, exemplified by Van Yen village, home to 193 households of the Muong ethnic minority. Benefiting from the provincial road and the Van Yen ferry terminal situated along the river, the villagers have focused on developing the trade of general merchandise and seafood caught in the river. On the hillside, the village has encouraged residents to cultivate teak trees, covering nearly 50 hectares. To date, more than 20 households have a stable income from teak cultivation. In addition, 122 villagers work in companies in the provinces and cities of Bac Ninh , Hai Phong, and Hung Yen. Currently, there are 21 poor households remaining in the village.

Leading us on a tour of the lush teak forest with its rows of tall, straight trees, some of which are over 15 years old, Mr. Dinh Van Sep from Van Yen village said: "Previously, my family grew corn and cassava, but the soil was infertile, and the income was negligible. In 2010, when the commune and village promoted the idea, my family switched to planting teak trees. To date, my family has more than 1,500 teak trees, some of which are already yielding fruit; at the beginning of 2026, traders came and bought 6 trees for 180 million VND."

Meanwhile, the family of Mr. Dinh Van Thich in Mung village has developed a cage fish farming model with 8 cages, each over 30 square meters in size and made of sturdy iron frames. While feeding the fish, Mr. Thich said: "Every year, my family sells about 1 ton of fish; after deducting expenses, we earn a profit of nearly 60 million VND. Cage fish farming has the advantage of utilizing natural food sources, thus reducing production costs. To ensure the fish grow well, we usually release fingerlings during the flood season in August-September every year. We usually choose large fingerlings to ensure they adapt to the water environment and grow quickly so they can be ready for sale in April-May of the following year when the water recedes…"

The new look of the village

Prioritizing infrastructure investment is a breakthrough in building new rural areas. Tan Phong commune is stepping up propaganda and mobilization efforts to encourage people to donate land, contribute labor, and provide funds for the construction of essential infrastructure. The commune is reviewing the entire current state of rural infrastructure in the area, especially transportation, and effectively implementing infrastructure investment projects when allocated funds from national target programs. The commune prioritizes resources for essential infrastructure investment in remote and disadvantaged villages, such as: paving roads and irrigation systems; building school buildings, community cultural centers, etc. It directs villages within the commune to implement projects, disseminating information and mobilizing people to voluntarily donate land and labor so that the projects can be completed as soon as possible.

From 2020 to the present, the commune has completed 27 road projects, with a total length of over 6.7 km and an investment of nearly 9 billion VND, of which the people contributed over 3.1 billion VND, raising the rate of concrete roads to over 85%. Over 16 billion VND has been invested in school facilities, basically meeting the needs of teaching and learning. At the same time, the commune has also invested in a water supply system, a health station, and 13 village cultural houses, contributing to improving the lives of the people.

Leading us to see the concrete road leading to the production area, Mr. Mui Van Quynh, Party Secretary and Head of Hop Phong village, excitedly boasted: "This road winds around the hill to the area where 196 households in the village grow bananas, corn, rice, and teak trees, covering over 500 hectares. In previous years, this road was just a dirt path, passable in sunny weather but slippery in the rain, requiring villagers to attach chains to their wheels to get through. At the end of 2025, the government invested in building the road, and the villagers donated 200 square meters of land and contributed labor to widen the road and pave it with concrete. After more than 6 months of construction, nearly 1 kilometer of the road to the production area has been completed. The villagers are delighted, and their agricultural products are now easier to sell."

Thanks to the effective utilization of resources focused on building socio-economic infrastructure, to date, 11 out of 13 villages have paved roads connecting the commune to the village center, reaching 84.6%; 94.4% of households have access to safe electricity; 100% of the rural population has access to clean drinking water; 10 out of 13 villages have paved cultural houses; schools and health stations in the area are well-built, with no temporary classrooms.

Embarking on a new journey, despite many difficulties, with high determination, Tan Phong commune has set the goal for the 2025-2030 period to build a commune that meets the standards of a new rural area, striving for one village to achieve the new rural area standard; eliminating poverty according to the multidimensional poverty standard; achieving a 100% rate of schools meeting national standards; and achieving a 100% rate of the population participating in health insurance…

The commune continues to prioritize criteria related to production development to increase people's income, integrating production support programs for ethnic minority communities with the new rural development program. It promotes and encourages people to develop livestock farming towards commercial production; plant production forests along both sides of the river; and convert inefficient corn and cassava cultivation land to fruit tree cultivation... Specifically for poor households, the commune plans to create conditions for them to access preferential loan capital, assigning village management boards to provide support and guidance in production...

Mr. Bui Van Thuong, Head of the Economic Department of Tan Phong commune, said: "In the period 2026-2030, Tan Phong commune will compile its needs and plan for medium-term public investment with 22 projects, totaling over 551 billion VND, focusing on investing in transportation infrastructure, irrigation, education, culture, etc., creating momentum to promote socio-economic development. Regarding economic development, the commune is currently building a model for raising green-necked ducks in Trung Phong and Hop Phong villages to replicate it in other villages; coordinating with Doan Ket commune to link the consumption of 50 hectares of bamboo shoots in Van Yen, Mung, Hop Phong, Trung Phong, Da Mai, Suoi Lua, and Ve villages. To date, 134 households in the area have registered, and the commune is also organizing and guiding people on the techniques of planting, caring for, and harvesting bamboo shoots for participating households."

Despite many difficulties, with the proactive efforts of the Party committee and government, and the endeavors of the people, it is believed that Tan Phong commune will soon achieve the goal of improving people's income; this is an important driving force to promote socio-economic development and improve people's lives.
