Mindset and internal strength for the new system

From March 1st, the new agencies and units will officially begin operations. For this "revolution" in organizational restructuring to be more than just a mechanical process, a new mindset and internal strength are needed from officials, civil servants, and public employees.

Reorganizing and strengthening the political system's organizational structure is one of the important tasks of Party building in the new situation. This is a crucial step to improve the effectiveness and efficiency of state administrative agencies, meeting the requirements of socio-economic development.

In the article "Radiant Vietnam," General Secretary To Lam also affirmed the determination to consolidate the political system's organizational structure towards a streamlined, effective, and efficient operation, overcoming the cumbersome and overlapping nature of the system; the central task in the current and future period is to build and implement a comprehensive model of the Vietnamese political system's organizational structure that meets the requirements and tasks of the new revolutionary period.

Following the request of General Secretary To Lam, agencies, units, and localities have decisively directed and implemented the plan "on schedule, without delay, and without waiting for the Central Committee," in the spirit of "Party agencies setting an example by taking the lead." According to the plan, after restructuring and streamlining, ministries and agencies will officially operate under the new organizational structure from March 1, 2025.

To ensure the new organizational structure of agencies and units can operate immediately, the Government issued Resolution 27/NQ-CP at the regular Government meeting in January 2025. Accordingly, ministries, agencies, and localities, according to their assigned functions, tasks, and authority, must ensure the progress of work related to the reorganization of the apparatus in accordance with the conclusions of the Central Committee, the Resolution of the National Assembly, and the directives of the Government and the Prime Minister; and prevent the disruption or omission of work in the operations of ministries, agencies, and local People's Committees, especially work directly related to citizens, businesses, and other relevant agencies, organizations, and units.

In addition, close monitoring is necessary to promptly address any obstacles and difficulties arising during the consolidation and merger of agencies; linking the streamlining of the organizational structure with the restructuring of the staff and the innovation of work organization methods.

National Assembly Chairman Tran Thanh Man has also just signed Resolution No. 190/2025/QH15 regulating the handling of some issues related to the reorganization of the state apparatus. This Resolution takes effect from February 19, 2025. Accordingly, the handling of some issues related to the reorganization of the state apparatus is carried out on the principle of: ensuring compliance with the provisions of the Constitution and ensuring a legal basis for the normal, continuous, and smooth operation of agencies; preventing work interruptions, overlapping, duplication, or omission of functions, tasks, fields, and areas; and not affecting the normal operation of society, citizens, and businesses.

These are very timely guidelines and directives to enable the new apparatus of ministries and agencies to operate according to the set plan. However, the restructuring and organization of the new apparatus is only the first step, because the ultimate goal of this "revolution" is to create a more complete new apparatus, with a team of officials, civil servants, and employees, especially those who are "servants of the people," who must meet the expectations of being "lean, efficient, and strong" and operating "effectively, efficiently, and efficiently" in accordance with Resolution No. 18 of the 12th Central Committee of the Communist Party of Vietnam.

More importantly, the restructuring aims to ensure that the operational system best serves the people and the country in the new era. This is no easy task, as the restructuring and reorganization directly affects many individuals, units, and groups; and if each individual, unit, and organization does not prioritize the common good of the nation and people, it will be difficult to achieve.

To achieve this, it's clear that mere slogans or "determined actions on paper" are needed, but rather concrete actions from those responsible for implementing the system. Because in any system, each official and employee is a link in the chain, and each individual needs a new mindset and inner strength so that the system can be closely interconnected, unified, and synchronized, thereby ensuring its smooth operation.

This includes leveraging internal strengths and expertise; not being afraid of change, readily accepting assignments and tasks from the organization or unit, and doing the work that the unit or organization needs. Each individual, especially cadres and Party members, should prepare themselves to undertake new tasks voluntarily, setting a good example and even being willing to sacrifice personal interests for the common good.

In fact, during the organizational restructuring "revolution," hundreds of officials, leaders, civil servants, and employees voluntarily requested early retirement, accepted lower positions, or transferred to other jobs to facilitate the restructuring. Most recently, when the Ministry of Interior merged with the Ministry of Labor, Invalids and Social Affairs, over 180 people requested early retirement or resignation (over 110 of whom were officials, civil servants, and employees of the Ministry of Interior), including those holding positions as department heads, deputy heads, and deputy directors with 4 to 5 years of service remaining. In localities, preliminary data shows: Hanoi Police Department has 59 leading and commanding officers requesting early retirement; Thanh Hoa province has over 40 (as of mid-January 2025); and Vinh Phuc has nearly 300. In Quang Ngai, as of February 5th, 256 officials, civil servants, and employees from 36 agencies and units had registered for early retirement, including 21 officials under the management of the Provincial Party Standing Committee. In Quang Binh, 12 key officials under the management of the Quang Binh Provincial Party Standing Committee had requested early retirement, with 15 officials and civil servants in Minh Hoa district alone registering to retire. On February 17th, the Nam Dinh Provincial Police held a ceremony to announce the retirement decisions for 13 officials who had requested early retirement… These are exemplary cases that should be emulated!

In reality, the requirements for the newly established and reorganized ministries and agencies are very specific. They must ensure effectiveness, efficiency, smooth operation, and prevent work disruptions or gaps in areas and sectors. After restructuring and streamlining, the new apparatus and personnel must be "upgraded," "of higher quality, and more efficient." The reorganization must optimize functions, avoid overlapping tasks, and thus improve the efficiency of state management.

In particular, reviewing and assigning personnel according to job positions, ensuring the selection of qualified, capable, and highly responsible officials and civil servants within the organizational structure, will play a decisive role in the operation of the system. However, reviewing and assigning personnel should not simply be about "selecting" from the old system, but also requires the early development of a plan for training and developing human resources to best meet the requirements and tasks in the new situation and the new organizational model. Each official and civil servant, while operating the "new system," needs to be more aware of their responsibilities when performing their duties. More than ever, each individual needs to innovate their thinking, be more determined, and strive harder for the common goal.
