Established on July 1, 2025, Tan Son commune has a natural area of 11,821.64 hectares, with 4,387 households and 17,344 inhabitants. Ethnic minorities account for 86.54% of the total population of the commune. The terrain is mainly hilly and mountainous, heavily fragmented, making travel and trade between the commune center and the villages and hamlets in the former Thu Ngac and Thach Kiet areas difficult. As a commune in Zone III, a particularly disadvantaged area, Tan Son currently has a poverty rate of 11.16% and a near-poverty rate of 7.36%.
In addition to facing difficulties related to natural conditions, the locality also has to deal with many problems arising after the merger. The workload is large, while the number of officials and civil servants is insufficient, with many having to take on additional responsibilities outside their area of expertise and lacking practical experience. The large geographical area requires close management, but the locality lacks well-trained personnel in fields such as construction, environment, health, education , and information technology.
Furthermore, funding for information technology is limited, the digital infrastructure is not yet synchronized, and the software systems are not standardized. In particular, over 104 cubic meters of files and documents from the three units prior to the merger had not been organized, creating significant difficulties for digitization and archiving.
The Tan Son Commune Public Administrative Service Center strives to serve the needs of the people and businesses.
Faced with these difficulties, the commune's Party Committee and government focused on implementing comprehensive solutions as directed by higher authorities, especially Decision No. 706/QD-TTg of the Prime Minister. The commune People's Committee promptly disseminated tasks, clearly assigning responsibilities, responsibilities, and timelines; while also effectively carrying out ideological work to create consensus among cadres and civil servants. To date, 100% of cadres and civil servants are confident in their work and comply with the assignments and deployments of the organization. Political security and social order in the area have been maintained, with no hotspots or complex complaints arising.
After a year of operation, the two-tiered local government apparatus has gradually stabilized. Office buildings, cultural institutions, and public facilities have been reviewed, reorganized, and appropriately arranged, contributing to the efficient use of public assets. The provision of official housing for officials working far from home has also helped the staff feel secure and committed to the locality.
Initial results are clearly evident in administrative reform efforts. From July 1, 2025 to April 30, 2026, the commune received 3,767 administrative procedure applications, of which 3,675 were received online, achieving a rate of 97.56%. The rate of using digital signatures and digitizing the results of administrative procedure processing reached 100%.
New models and effective approaches are bringing positive signs to this disadvantaged region.
Notably, out of 3,742 processed applications, 93.67% were completed ahead of schedule. The implementation of administrative procedures, regardless of geographical boundaries, has helped citizens and businesses save significant time and travel costs. The commune achieved an overall score of 95.66 points, ranking 19th out of 148 communes and wards in the province; the level of citizen satisfaction reached a perfect 100%. By 2025, 100% of officials and employees in Tan Son commune will be evaluated as having performed their duties well or better.
Through the practical implementation of the two-tiered local government model, Tan Son commune has learned the following lessons: Maintaining the comprehensive leadership of the Party, assigning specific responsibilities based on the "six clear principles," and always placing the interests of the people as the guiding principle.
To thoroughly overcome existing obstacles and achieve a strong breakthrough in the new phase of 2026-2030, the commune government has identified a comprehensive and fundamental roadmap of tasks. The core focus is on promoting digital transformation, standardizing and synchronizing data systems, and completely removing technical bottlenecks to ensure seamless software connectivity between levels, enabling people, even in the most remote villages, to access public services anytime, anywhere.
Simultaneously, the human resources challenge will be addressed by combining a streamlined organizational structure with training to enhance digital skills and provide in-depth professional training for existing staff; proactively reviewing and assigning personnel to the right positions and building a young workforce with sharp thinking.
Local authorities will also continue to review, organize, and effectively utilize public assets after the merger; accelerate the process of rectifying and digitizing the backlog of files and documents, creating a foundation for building a modern administrative system.
Although there is still much work to be done, with the solid foundations built over the past year, the government and people of Tan Son commune will steer the ship steadily, leading the locality to a breakthrough towards prosperity and beauty.
