DNO - The General Department of Taxation has just issued Official Letter No. 445/TCT-TTKT dated January 24, 2025, directing the Tax Departments of provinces and centrally-administered cities, and the Tax Departments of large enterprises, on strengthening the prevention of invoice fraud and maintaining discipline and order in invoice management.

The official document states that the General Department of Taxation has implemented many solutions for invoice management in recent times. However, the buying and selling of invoices remains complex, and authorities have detected and handled several cases of violations involving the buying and selling of fictitious or illegal invoices to gain illicit profits, evade taxes, and misappropriate state tax revenue.
The General Department of Taxation has instructed the Tax Departments to implement several directives from the Prime Minister, the Minister of Finance , and the Director General of the General Department of Taxation regarding strengthening measures to review and inspect invoices in order to prevent fraud in the use of invoices.
Improve tax management, discipline, ethics, and public service of tax officials; strengthen inspection and review to detect taxpayers with suspected invoice irregularities; and combat value-added tax refund fraud.
Simultaneously, promote the application of information technology in risk analysis, evaluation, and classification of tax declarations related to invoices to serve tax audits, invoice audits, and tax refunds. Ensure good coordination among tax authorities in verifying invoices to guarantee accuracy, efficiency, and timeliness.
Reportedly, on January 13th in Da Nang, the Department of Criminal Investigation of Corruption, Economic Crimes , Smuggling and Environmental Crimes (Economic Police Department) of the city's police successfully dismantled a case involving the illegal trading of invoices and documents with a total value of over 1,000 billion VND.
