In Hoa Mau village, Phu Loc commune, the model of building a flower-lined road and a flag-lined road is a vivid example of how community mobilization is linked to the direct needs and interests of the people. Without waiting for large resources from the budget, the Village Front Committee mobilized the people to contribute flowers, ornamental plants, labor, and readily available materials to create a road more than 1.6km long from the village entrance gate to the Mu Phong dam.

The positive response from the villagers stems not only from their pride in the new look of their village, but also from the approachable and transparent methods, clearly demonstrating the motto "the people know, the people discuss, the people do, the people benefit." Mr. Truong Ngoc Ly, Head of Hoa Mau village, said that when the policy is right and clearly explained, the people are willing to work together for a common goal, aiming for a "green, clean, beautiful, and bright" living environment.

According to Ms. Cai Thi Cam Huong, Vice Chairman of the People's Committee of Phu Loc commune, the "Effective People's Mobilization" models in the locality not only enhance the landscape but also contribute to raising community awareness, linking the construction of new rural areas with a civilized and united lifestyle. Therefore, these flower-lined roads not only beautify the countryside but also become a "pathway" for consensus within the community.

While in Phu Loc district, the "Effective Mass Mobilization" movement reflects the spirit of the new rural development model, in Huong An ward, this movement is implemented flexibly, adapting to urban characteristics. In 2025, the Party Committee of Huong An ward issued a plan for inspecting and evaluating exemplary models in the "Effective Mass Mobilization" emulation movement, with a clear system of criteria and a rigorous, objective approach.

By the end of the year, after evaluation, the Standing Committee of the Huong An Ward Party Committee recognized 8 collectives and 5 individuals with outstanding achievements in the "Skilled Mass Mobilization" emulation movement across many fields, demonstrating the even spread of the movement in urban life; contributing to building a safe and civilized living space, raising awareness of environmental protection and community responsibility.

Mr. Ngo Thanh Hung, owner of Ngo Cafe in residential area 10, Huong So, shared: “By participating in the 'Effective Community Mobilization' model, I am determined not only to keep the cafe clean for customers, but also to work with the residents in the neighborhood to maintain general hygiene. When everyone does their part well, the street becomes cleaner, the environment more civilized, and the business more sustainable.”

In reality, when mass mobilization is linked to the specific interests of the people, the movement not only spreads but also sustainably sustains itself. Mr. Nguyen Nhat Nam, Deputy Head of the Party Building Committee of Huong An Ward, said that the ward has developed a unified framework of criteria and organized a team to directly evaluate the models at the grassroots level; thereby, both accurately assessing the actual situation and providing timely guidance and resolving difficulties for the models.

Use tangible results as the measure of success.

Building upon concrete models at the grassroots level, the "Effective Mass Mobilization" emulation movement in Hue City in 2025 will continue to expand in both scale and depth. According to the Propaganda and Mass Mobilization Department of the City Party Committee, in 2025, the entire city registered 1,812 "Effective Mass Mobilization" models across various fields. What is noteworthy is not only the quantity, but also the fact that many models have been integrated into daily life, addressing pressing issues right in residential areas, neighborhoods, and villages.

Comrade Hoang Khanh Hung, Standing Committee member of the City Party Committee and Head of the City Party Committee's Propaganda and Mass Mobilization Department, emphasized that the "Effective Mass Mobilization" movement must put the people at the center and use the people's satisfaction and consensus as a measure. "Effective mass mobilization doesn't start with big things, but with things very close to daily life; when the methods are appropriate, transparent, and practical, the people will voluntarily participate and maintain it in the long term," Comrade Hoang Khanh Hung affirmed.

The effectiveness of the movement is most clearly demonstrated through visible changes such as cleaner and more orderly roads and alleys; closer neighborly relationships; and businesses, schools, and service establishments proactively complying with regulations for the common good... These are the "soft indicators" that are very real, reflecting the quality of grassroots mass mobilization work.

Mr. Nguyen Nhat Nam shared that, based on practical implementation, Huong An has determined to continue selecting content that is closely related to urban life and the direct needs of the people, such as maintaining order, environmental hygiene, civility in business and services, traffic safety, and digital transformation at the grassroots level. Each model is assigned a clear implementing entity, promoting the role of citizens, business households, and residential groups; officials play a guiding and supporting role. The evaluation and recognition of models will be based on tangible results, visible changes, and the ability to sustainably maintain them, closely linking the "Effective People's Mobilization" movement with the regular political tasks of the locality.

In the context of the city continuing to implement many important political tasks, especially building a distinctive heritage city, the "Effective Mass Mobilization" emulation movement needs to continue to deepen. Each model should be selected based on the actual needs of the people, with clear responsibilities assigned to the collective and individuals in charge, and monitored and evaluated based on concrete, long-term results.
