Laying the foundation from the Resolution
According to the Hai Phong Department of Agriculture and Environment, prior to the implementation of the two-tiered local government system, the Standing Committee of the former Hai Phong City Party Committee issued Resolution No. 15/NQ-TU dated July 31, 2024, on leading the implementation of solutions to ensure clean water supply in rural areas.
The resolution sets the goal of ensuring that all people in rural areas have access to clean water that meets standards, with a continuous and stable supply, meeting the quantity and quality requirements stipulated by law; contributing to reducing water loss, conserving water resources, and protecting the environment.
To concretize this goal, the City People's Committee issued Plan No. 219/KH-UBND dated November 24, 2024, mobilizing the entire political system to participate in "restructuring" rural clean water sources.
In accordance with Resolution No. 15/NQ-TU dated July 31, 2024, prior to the merger, the former Hai Phong city had completed the closure and replacement of water sources for 28 out of 56 water treatment plants that did not meet quality standards. In addition, 8 small-scale water treatment plants had been repaired and had their equipment replaced to meet water quality requirements.
Currently, the city is continuing to replace the water supply for the remaining 20 projects. While completing investment procedures and installing infrastructure, strict control of drinking water quality is still being implemented to ensure safety for residents.
In practice, many localities have actively mobilized social resources to transform the water supply model. In Tan Minh commune, the Cap Tien water plant was determined to have a remaining value of over 3.2 billion VND; the local government mobilized people to contribute over 2.9 billion VND. On January 14, 2025, Hai Phong Water Supply Joint Stock Company took over the water supply area and implemented the project; by January 2026, all households in the area will have access to clean water meeting standards.
Local residents expressed their delight at having access to a reliable source of water, which contributes to improving their living conditions and quality of life.

Expand the methods, speed up the process.
Building upon the achievements of implementing Resolution No. 15/NQ-TU in the former Hai Phong city, after the merger, the new Hai Phong city has implemented a program to ensure clean water in rural areas throughout the entire city.
On July 30, 2025, the People's Committee of Hai Phong City issued document No. 6812/VP-NNMT, assigning the Department of Agriculture and Environment to review and evaluate the implementation of rural clean water supply solutions in the former Hai Duong province and the former Hai Phong city, and then propose a unified implementation plan to report to the Standing Committee of the City Party Committee.
The review results show that, from 1998 to 2025, the former Hai Phong city invested in the construction of 161 rural water supply projects, while the former Hai Duong province invested in 78 projects. Based on this, the plan for developing the rural water supply system has been integrated into the revised Hai Phong city planning for the period 2021-2030 and submitted to the Prime Minister for approval.
Alongside the planning process, the city continues to accelerate the replacement of water treatment plants that are not maintaining stable water supply in the communes of Tien Lang, Tan Minh, Tien Minh, Hung Thang, and Chan Hung, striving to complete the work in the first quarter of 2026. The goal by 2030 is to complete the decommissioning and replacement of water sources for all water treatment plants not included in the specialized planning.
Notably, Hai Phong's rural clean water program has attracted the participation of private enterprises. Last January, AQUA Hai Phong Joint Stock Company, an enterprise with experience in the clean water sector, proposed an investment plan to take over rural water supply in several areas, including the former Tien Lang district. The company plans to invest its own capital to acquire mini water treatment plants, contributing to shortening the implementation time and accelerating the expansion of the clean water supply area.
With clear direction, flexible approaches, and increasingly diverse participation from stakeholders, Hai Phong is gradually realizing its goal of bringing clean water meeting standards to every rural household, contributing to improving the quality of life and sustainable development in rural areas.
