Ahead of schedule

Since the beginning of the year, when assigned the task of digitizing administrative procedure files for the ward, Ms. Nguyen Thi Bich Tram, a civil servant at the People's Committee of Ward 4, District 5, has had almost no lunch break and rarely had weekends off. "From the moment we started, we set a goal of working quickly and ahead of schedule so we could move on to other tasks," Ms. Tram shared. To ensure progress, in addition to digitizing files during breaks and on weekends, Ms. Tram also proposed that the People's Committee of the ward mobilize youth union members to assist. Thanks to her efforts, the ward's administrative procedure files have been digitized, completing the target more than 5 months ahead of schedule.

Alongside the digitization of administrative procedure records, the District 7 People's Committee directed the People's Committees of the wards to digitize resident information. At the Tan Thuan Dong Ward People's Committee, the basic data has been integrated on the website https://tanthuandongq7.com. This includes integrating land parcel data from the 2003 digital map onto the Google Map platform. Simultaneously, WebGIS applications are being used to build a data layer on new neighborhoods; synchronizing all land parcel data: sheet number, parcel number, area, land type, and land user; and attaching all legal documents regarding construction permits and repair notices to the property locations on the map. The ward is also building a data layer on state-managed land areas and disputed land areas.

According to Nguyen Minh Thien, Chairman of the Tan Thuan Dong Ward People's Committee, the digitization of these data has greatly assisted local leaders in managing newly established neighborhoods, construction projects, land management, and monitoring, directing, and implementing socio-economic targets in the area.

According to Ms. Diec Tuyet Mai, Chairwoman of the People's Committee of Ward 4, District 5, as of the end of May 2024, the People's Committee of the ward had completed 100% of the digitization of administrative procedure files for the second, third, and fourth quarters of 2023 and the first quarter of 2024; and completed 50% of the digitization of administrative procedure files for the first quarter of 2023. Currently, the People's Committee of Ward 4 is accelerating the digitization of files for the first quarter of 2023 and has requested guidance from the District People's Committee to continue digitizing files in 2022.

Improve data reuse rates.

According to the Ho Chi Minh City Department of Information and Communications, since the Ho Chi Minh City Administrative Procedure Resolution Information System officially came into operation, city officials and civil servants have been receiving digitized documents and results of administrative procedure resolution for citizens. The results of administrative procedure resolution are transferred to the citizens' data warehouse and reused for subsequent use of online public services.

From the beginning of 2024 to the present, the People's Committee of Thu Duc City has digitized nearly 82% of administrative procedure processing documents (documents for 2024). To accelerate the digitization of documents, the People's Committee of Thu Duc City has invested in equipment, currently piloting it at the Department for Receiving and Returning Administrative Documents for land, environment, and civil registration documents; and deploying it to the People's Committees of 34 wards.

According to Le Van Thanh, Standing Vice Chairman of the People's Committee of District 7, the district has digitized 62% of administrative procedure records and results from the beginning of 2024 to the present, and 60% of records and results in 2023. In addition, District 7 has built databases for the fields of economy, urban development, natural resources and environment, health , culture, and social affairs.

Regarding the overall situation in the city, Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, shared that Ho Chi Minh City has assigned a target of digitizing the components of dossiers and the results of administrative procedures to departments, agencies, district and city People's Committees, and Thu Duc City People's Committee, aiming for a minimum of 80%. To ensure the achievement of this target, the city has developed and put into use tools for digitizing dossiers during the processing and integration of the Administrative Procedure Resolution Information System. Simultaneously, it has configured electronic forms for 450 administrative procedures to reuse citizens' information after VNeID identity verification, reducing data entry for citizens when using online public services. The city is ready to connect and share specialized data through the city's LGSP data exchange platform (data integration and sharing platform), such as: enterprise databases; online criminal record certificate issuance databases; and civil registration and management databases. Databases for managing shared electronic catalogs of state agencies to serve the development of e- government in Vietnam; databases on resources, environment, taxes, etc.

However, according to Ms. Vo Thi Trung Trinh, the city's rate of data digitization and reuse is low compared to the set target. The reason is the lack of interconnected data from businesses and household businesses to facilitate data reuse in processing business registration certificates and business licenses; data supporting the application review process; and civil registry data for reuse in processing criminal record certificates and other related interconnected procedures. Therefore, in addition to improving the features of the Ho Chi Minh City Administrative Procedures System, the city continues to propose that ministries and agencies implement data linkage and connection in their respective sectors to facilitate data reuse and improve the quality of administrative procedures in the city.
