To create a new look for the provincial capital and to foster strong development, in recent years Thanh Hoa City has prioritized investing resources in modern residential areas and new urban zones, and building synchronous urban infrastructure that connects the inner city with the suburbs.
Based on the urban spatial development orientation approved by the Prime Minister in Decision No. 259/QD-TTg, Thanh Hoa City has done a good job in planning and planning management, ensuring sustainable development in the future. Mr. Hoang Van Hung, Head of the Urban Management Department of Thanh Hoa City, said: “During the planning process, the city required departments and units assigned as investors to research and arrange infrastructure items to ensure they meet the criteria of a Type I urban area; ensuring convenience in land clearance, feasibility in investment implementation and resettlement arrangements. At the same time, architectural and urban spaces must be designed towards green and smart environments and architectural styles for urban areas from the detailed planning stage to create highlights and attract investment to the city.”
To create a new urban landscape for the provincial capital, the city has invested in building modern and civilized residential and urban areas. For the period 2022-2025, the City People's Committee has submitted a list of investment projects, which has been approved by the City People's Council. Accordingly, the City People's Committee has identified 13 investment projects for the construction of residential and urban areas, focusing on directing and accelerating implementation progress, covering an area of 182.72 hectares with a total investment of nearly 2,165 billion VND. To date, 6 projects have basically completed their technical infrastructure systems, reaching the technical completion point and being handed over for use; 2 projects – the resettlement area for households in the Mat Son Scenic Area and the resettlement area for households outside the left dike of the Ma River in Tao Xuyen ward – are urgently completing land clearance work for construction.
For new urban area projects using non-budgetary funds, the city has proposed to the Provincial People's Committee to issue a list of projects using land; organize the selection of investors and coordinate with investors to carry out compensation and land clearance work for a total of 9 projects, covering 575.4 hectares, with a total investment of over 27,578 billion VND. Two projects, Project No. 1 and Project No. 4 of the city center urban area, have been basically completed; seven projects have selected investors and are currently implementing investment.
To successfully achieve socio -economic development goals and tasks, the development of a synchronized and interconnected transportation infrastructure plays a crucial role. In accordance with Plan No. 250/KH-UBND of the Provincial People's Committee, the city has completed land compensation and clearance for investors implementing the East-West Boulevard Project in Thanh Hoa City; the road project connecting the center of Thanh Hoa City with the road from Tho Xuan Airport to the Nghi Son Economic Zone; and key regional transportation infrastructure projects such as the road connecting Thanh Hoa City with the western districts of the province...
Furthermore, during the 2022-2025 period, the City People's Committee will invest in 99 transportation infrastructure projects, with a total length of newly constructed, upgraded, and renovated roads exceeding 115.64 km, and a total investment of over 9,203 billion VND. Notably, in accordance with Resolution No. 303/2022/NQ-HĐND of the Provincial People's Council on some specific mechanisms and policies for the city's development, Thanh Hoa City has 14 urban transportation infrastructure projects with a total length of 41.2 km and a total investment of 7,840 billion VND, which have been assigned to project management boards for investment preparation. Of these, 2 projects have commenced construction; 2 projects are completing investment procedures to commence construction in the first quarter of 2025. The remaining projects are being urgently processed by investors to begin construction in 2025.
In order to accelerate the progress of urban infrastructure renovation and upgrading in a synchronized manner between the inner and outer areas of the city, the City People's Council issued Resolution No. 83/NQ-HĐND on the implementation of the Project "Mobilizing social resources for investment and upgrading of roads, drainage ditches, and sidewalks in the period 2022-2025".
After two years of implementation, 17 projects have been included in the list of public investment projects in 11 wards and communes, of which 15 projects have had their investment policies approved with a total investment of over 194 billion VND. To date, 1 project has been completed and finalized, 5 projects are under construction, 1 project has completed the contractor selection process, and 8 projects are in the survey and design stages.
For public investment projects approved by the City People's Council, the City People's Committee decided to invest in 63 road projects and 5 river/canal bridge projects with a total length of 66.24km and a total investment of over 1,125 billion VND. 32 projects have been basically completed with a total length of 32.36km (reaching 48.85%), including several main arterial roads and inter-residential area roads such as the access road from Go! Thanh Hoa Supermarket to Vinh Canal; the central road of Quang Tam commune, from Nam Song Ma Boulevard to National Highway 47; the Dong-Dinh-Duc road passing through the Quang Dong commune office... Currently, some projects are accelerating investment preparation for new construction in 2025, such as the access road sections of Hung Vuong Boulevard; the bridge and access road north of Hung Vuong Boulevard connecting the two banks of Thong Nhat River; the bridge over Thong Nhat River from Hamlet 2 to Hamlet 3 in Quang Phu ward...
Urban infrastructure projects have been and are being developed, creating a modern and attractive appearance for the city. In its new phase of development, Thanh Hoa City continues to effectively implement urban planning in a synchronized and interconnected manner, creating momentum to attract large investors and striving to make Thanh Hoa City "one of the top 5 provincial-level cities in the country" in the near future.
