Implementing Resolution No. 06/NQ-HĐND dated September 14, 2022, of the Viet Tri City People's Council on the Project for Socialization of Upgrading and Renovating Residential Roads with Asphalt Concrete and Sidewalks in Viet Tri City during the 2022-2025 period, aiming to renovate and upgrade asphalt concrete road surfaces on old cement concrete roads and deteriorated asphalt concrete roads... After two years of implementation, the Project has received positive support from local Party committees, authorities, and residents, creating a new look and vitality in each residential area. This contributes to building a more civilized and modern Viet Tri City.

At the end of 2024, the Quang Trung area in Gia Cam ward mobilized residents to contribute funds for the construction of an asphalt concrete road.

When the people are in agreement

In early February, the atmosphere of spring was spreading, full of vitality. We visited Song Lo commune to immerse ourselves in the joy of change there. Walking along the newly paved roads, the scenery was no longer monotonous, thanks to the meticulous care of the people who cultivated rows of flowers and green trees, creating model roads full of vibrant colors. This result is due to the joint efforts of the Party committee, the government, and the people in the commune when implementing the "Socialization Project for the Renovation and Upgrading of Residential Roads with Asphalt Concrete and Sidewalks in Viet Tri City, giai đoạn 2022-2025", thereby creating momentum for the locality to develop and become more civilized.

Comrade Bui Manh Quang, Chairman of the People's Committee of Song Lo Commune, said: During the implementation process, the commune still faced some difficulties because many roads in residential areas are small, narrow, and uneven, basically lacking a drainage system. In some places, the old, damaged cement concrete pavement had to be removed and replaced with new ones; some areas have long, sparsely populated alleyways, making it difficult to contribute funds... To overcome these difficulties, the commune conducted surveys, prepared estimates, then organized meetings with the people, and promoted widespread dissemination of information to each family and individual in the residential area about the implementation plan, the level of support from the State budget, and the amount of contributions... Thanks to transparency and democracy, to date, the entire commune has paved 2.39 out of 18.16 km of roads in residential areas with asphalt, of which the people contributed nearly 1.15 billion VND to the road construction.

In recent times, the Gia Cam Ward Party Committee has focused on leading and directing the acceleration of urban infrastructure development. A stroll along several streets such as Nguyen Thai Hoc, Lang Cam, and some sections of alleyways off Hung Vuong and Le Quy Don streets reveals significant investment, renovation, and upgrading through socialized funding. This has facilitated economic development and transportation for the people, resulting in improved urban aesthetics and gradually meeting the requirements of building a civilized and modern city. However, some residential roads, which are still paved with cement concrete, are deteriorating, and there are still instances of illegal extensions and encroachments on sidewalks, affecting economic development, traffic safety, and urban aesthetics. Given this situation, in order to maximize the effectiveness of the previous phase of the socialized cement road construction program and the financial support policy of the Viet Tri City Party Committee, People's Council, and People's Committee, the Gia Cam Ward Party Committee has issued a Resolution and Plan on the implementation of socialized renovation and upgrading of residential roads with asphalt concrete and sidewalk paving in Gia Cam Ward for the period 2023-2025.

Comrade Do Van Minh, Secretary of the Ward Party Committee, said: "When we first started the campaign to raise awareness and mobilize the people to build roads, the Party Committee and the government were very pleased to receive high levels of consensus from the people. Through open and transparent group meetings, the Party Committee set reasonable contribution limits based on the interests of each household. After two years of implementation, the ward has mobilized all households, individuals, and organizations in areas with roads to be renovated, upgraded, and asphalted over 2,000 meters, with over 1.6 billion VND contributed through social mobilization, exceeding the set plan. The goal is to strive to complete the upgrading and beautification of over 1,550 meters of roads from deteriorated cement concrete to asphalt concrete by 2025."

Thanks to the consensus of the people, Zone 1 of Song Lo commune now has a bright, green, clean, and beautiful asphalt road.

Correct and highly effective policies

Transportation infrastructure in general, and residential transportation infrastructure in particular, is the foundation and prerequisite for improving the appearance of a modern, bright, green, clean, and beautiful urban area. Especially, when transportation projects are completed and put into use, they create a significant ripple effect on all segments of the population, raising awareness and responsibility in managing and protecting these projects. Therefore, in recent years, the City People's Committee has been focusing on investing in, expanding, and upgrading transportation infrastructure in line with urbanization, making the city an attractive destination for tourists and investors.

During the period 2016-2020, the city invested in the construction of 141.44km of concrete roads. The newly constructed roads ensured quality and served the transportation needs of the people well. However, 362.44km of concrete roads invested in during the period 2006-2015 have deteriorated and are in need of renovation, repair, and upgrading. Continuing the implementation of the Socialization Project for the renovation and upgrading of residential roads with asphalt concrete and sidewalks in Viet Tri city during the period 2022-2025 will help to make the city's urban landscape increasingly modern and civilized. Accordingly, the city will renovate and upgrade 59.47km of old and deteriorated asphalt concrete roads. The renovation and paving of sidewalks on roads, streets, and alleys covers an area of ​​106,261 m2...

To achieve the goals set for the 2022-2025 period, the City People's Committee has developed and issued a plan for the 2022-2025 period and annual plans for implementation. Based on this, the People's Committees of wards and communes have developed specialized resolutions, issued decisions on the establishment of steering committees; assigned tasks to individuals responsible to the ward/commune Party Committee for the progress of each assigned road project. They also organized community meetings to disseminate the policy and compile registrations for roads requiring investment.

With the above approach, in 2023, 13 wards and communes registered to implement the plan. The results showed that 111 out of 125 routes were completed, with a total length of 16,168m/19,308m, achieving 87% of the set plan. In 2024, 12 wards and communes registered to implement the plan, and the results showed that 49,688m/65,481m were completed, achieving 76% of the set plan...

Comrade Nguyen Huu Nhu - Vice Chairman of the People's Committee of Viet Tri City, affirmed: The project "Socialization of the renovation and upgrading of residential roads with asphalt concrete and sidewalk paving in Viet Tri City, giai đoạn 2022-2025" has been effectively implemented, contributing to improving the quality of life for people and creating a clean, beautiful urban landscape... In the coming time, the city will continue to enhance the responsibility of departments, agencies, and mass organizations at the ward and commune levels; the responsibility of the Community Monitoring Board, the Project Management Board, and the Self-governing Group in residential areas. It will mobilize all resources from the people and economic sectors according to the principle of "the State and the People working together". It will continue the work of disseminating information and mobilizing the people to implement the project, striving to complete the plan for the 2022-2025 period as set by the People's Committee of the city. It will strengthen the inspection and supervision of the quality of completed projects, avoiding complaints and suggestions from the people, in order to create consensus among the people.

It is evident that the asphalt concrete roads reflecting the "Party's will and people's aspirations" in Viet Tri City have affirmed the success of the overall colorful picture, with new constructions and models creating a modern urban space, contributing to building Viet Tri City into a city worthy of being a festival city that connects with the roots of the Vietnamese nation.
