On December 22, 2024, the Politburo issued Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation, and national digital transformation. This important document serves as a guiding principle and a powerful call to action for the entire Party and the entire nation to transform Vietnam into a developed country with global competitiveness.

After one year of implementing the resolution, the fields of science , technology, innovation, and digital transformation have achieved many important initial results. In the spirit of the resolution, the National Assembly and the Government have acted synchronously, urgently, and decisively. The National Assembly issued Resolution No. 193/2025/QH15, and the Government issued Resolution No. 71-NQ/TW to concretize the Action Program for implementing Resolution No. 57, creating a complete and synchronized legal basis to ensure feasibility in implementation. The Government has submitted 27 related draft laws to the National Assembly for promulgation, along with numerous decrees and circulars guiding implementation.

Alongside institutional improvements, the leadership and management apparatus from the central to local levels has been fully and uniformly established. The leadership, direction, and management of the Central Steering Committee on Science, Technology Development, Innovation, and Digital Transformation have been implemented decisively, continuously, and with a focus on key areas. The 1,298 tasks assigned by the Government to ministries, sectors, and localities demonstrate the scale, scope, and level of guidance encompassing many fields and levels.

Digital transformation in Vietnam has truly accelerated with many clear results on a global scale, such as: Telecommunications infrastructure ranking 67th, internet speed ranking 18th, e-government ranking 71st, and information security ranking 17th. The digital economy grew by 8.6%, and the ICT industry's revenue increased by 26%. The Human Development Index (HDI) is projected to reach 0.766 in 2025, ranking 93rd out of 193 countries.

Digital transformation in Vietnam has truly accelerated with many clear results on a global scale, such as: Telecommunications infrastructure ranking 67th, internet speed ranking 18th, e-government ranking 71st, and information security ranking 17th. The digital economy grew by 8.6%, and the ICT industry's revenue increased by 26%. The Human Development Index (HDI) is projected to reach 0.766 in 2025, ranking 93rd out of 193 countries.

Vietnam's innovation ranking continues to improve, placing it 44th out of 139 countries, leading the lower-middle-income group. The country has approximately 4,000 innovative startups, including two tech unicorns. Digital transformation and innovation have truly spread strongly across ministries, sectors, and localities.

Alongside the positive results, there are still shortcomings and limitations such as institutional imbalances during the transition period, uneven progress and quality of implementation, low proactiveness in some areas, limited administrative procedures and data interoperability... From this practical experience, many lessons have been learned, emphasizing the crucial role of unified and decisive leadership and direction from the Party and the State; placing people and businesses at the center; implementing synchronously from institutions to infrastructure, data and people; linking the responsibility of the head of each agency and ensuring the "six clear points - clear person, clear task, clear time, clear responsibility, clear product, clear authority" in the implementation process.

One of the key factors determining the success of the resolution is the dissemination of the aspiration for development, transforming that aspiration into awareness and action in each individual and organization. The aspiration for a digital nation should not be limited to the public sector but must permeate the private sector, building a sense of national responsibility in every enterprise.

Resolution No. 57 has unlocked the flow of intellectual capital, established digital trust, and shaped a digital nation. However, for Vietnam to achieve a breakthrough, it needs to remain steadfast in its strategic goals, strengthen its cooperation, and act with even greater determination. When the aspiration for breakthrough becomes a shared driving force, and when every citizen truly feels the value of digital transformation in their daily lives, Vietnam will surely create new miracles.
