At the recent conference in Ho Chi Minh City summarizing the five-year implementation of Resolution 35, one of the requirements of the city's leaders was that agencies, units, and localities achieve the socio -economic development tasks according to the Resolution of the 11th Congress of the Ho Chi Minh City Party Committee and the annual socio-economic plans of their respective sectors, localities, and units. This result will improve people's lives and contribute to public stability. This is a solid foundation and basis for combating and refuting erroneous viewpoints.

Improving the quality of life for the people.

One of District 7's effective approaches is focusing on upgrading and expanding alleyways, thereby improving the lives of residents. Ms. Nguyen Thi Tien (residing in alley 41, Chuyen Dung 9 Street, Phu My Ward) said that previously, her family's entire livelihood depended on her son's salary from a woodworking factory. Now, thanks to the widened alley, she has opened a vegetable stall at home, earning extra income. Many other families also earn income from opening their own businesses or renting out premises.

To date, in the latter half of the 2020-2025 term, District 7 has achieved over 86% of the targets set in the District Party Committee's resolution on upgrading and expanding alleys, funded through social mobilization. Specifically, the district has expanded 129 alleys, built 5 new bridges, and upgraded 86 alleys.

Following the principle of "caring for the people to ensure their well-being," District 5 has made efforts to implement and achieve its goals ahead of schedule in the Sustainable Poverty Reduction Program for the 2021-2025 period; Districts 6, 11, Tan Binh, Tan Phu, and Thu Duc City... have focused resources on helping poor and near-poor households rise out of poverty. In particular, nearly 2,300 children in Ho Chi Minh City orphaned by the Covid-19 pandemic have received care and attention from local authorities and organizations. The Ho Chi Minh City Women's Union, in particular, has implemented the "Godmother" program at all levels, and by April 2023, all children orphaned by Covid-19 had found godmothers to care for them.

Many models have emerged and continue to be maintained to support disadvantaged people, such as the "zero-cost stall" model and the Ho Chi Minh City Social Security Fund. Ho Chi Minh City has also issued many policies to support its citizens, such as Resolution 02 of the Ho Chi Minh City People's Council on specific policies to care for and support the elderly, orphaned children, and those in difficult circumstances in the city...

The documents of the 13th National Congress of the Party clearly state: “Combining ‘construction’ and ‘combat,’ taking ‘construction’ as the fundamental, strategic, and long-term task, making progressive and positive ideas deeply permeate all aspects of social life, effectively correcting deviant manifestations, reforming backward ideas, and pushing back wrongdoings.” This is the overarching principle in protecting the Party’s ideological foundation and combating and refuting harmful and toxic information today.

Develop resistance to harmful and toxic information.

Adhering closely to the solutions for protecting the Party's foundation and ideology mentioned in Resolution 35 (which is to innovate the content and methods to improve the quality and effectiveness of propaganda on Marxism-Leninism and Ho Chi Minh Thought), the Ho Chi Minh City Youth Union conducted a survey on the needs for using social media and its impact on young people.

According to Phan Thi Thanh Phuong, Secretary of the Ho Chi Minh City Youth Union, based on survey results, the Ho Chi Minh City Youth Union has intensified efforts to mobilize young people in cyberspace; building self-awareness and self-resistance among young people against harmful and toxic information. Accordingly, the Ho Chi Minh City Youth Union organized the "Vision Through the Centuries" Olympic competition in Marxist-Leninist sciences and Ho Chi Minh Thought; the "Light of the Era" competition to learn about Marxism-Leninism and Ho Chi Minh Thought; and the "Proud of Vietnamese History" interactive competition in cyberspace. The Ho Chi Minh City Youth Union also focused on surveying and researching the characteristics of its target audience for propaganda and education – its members and young people – thereby developing more appropriate communication solutions tailored to the psychological characteristics of each group.

Meanwhile, the Ho Chi Minh City Department of Information and Communications actively disseminates messages on platforms and media under its management. At the same time, it pays attention to the urgent need of citizens to access accurate and truthful information about the city, helping people understand issues and contributing to preventing the widespread spread of harmful and toxic information. The Ho Chi Minh City Press Center, under the Department, regularly coordinates with the Ho Chi Minh City People's Committee, the Propaganda Department of the Ho Chi Minh City Party Committee, and various departments, agencies, districts, and communes to provide timely information to the press, thereby promoting the dissemination of official information for the public to access.

According to Deputy Director of the Department of Information and Communications Nguyen Ngoc Hoi, the department currently manages 1,055 general electronic information websites and 366 social media pages. In addition to guiding entities to comply with legal regulations on the use of information on social media and websites of various units, the department also receives reports of fake news and misinformation provided by citizens through various channels (including tingia.gov.vn, operated by the Fake News Processing Center) to promptly prevent and handle them, contributing to a cleaner online environment.
