NDO - On October 29th, in Hanoi, Comrade To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam, held a working session with the Central Propaganda Department on the situation of implementing propaganda work from the beginning of the 13th Party Congress term to the present and the direction and key tasks in the coming period, especially from now until the 14th Party Congress.


Attending the working session were: Comrade Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Propaganda Department; Comrade Nguyen Duy Ngoc, Secretary of the Central Committee of the Party, Chief of the Central Party Office; Comrades Lam Thi Phuong Thanh, Deputy Chief of the Standing Office of the Central Party Office; Lai Xuan Mon, Deputy Head of the Standing Committee of the Central Propaganda Department; Le Quoc Minh, Editor-in-Chief of Nhan Dan Newspaper, Deputy Head of the Central Propaganda Department, President of the Vietnam Journalists Association ; and representatives from the Party's departments, the Central Party Office, the General Secretary's Office, the Central Propaganda Department, the Central Theoretical Council, the Central Council for Literary and Artistic Theory and Criticism…

Propaganda work is becoming increasingly proactive, positive, and effective.

At the meeting, reporting on the implementation of tasks, Comrade Lai Xuan Mon stated that since the beginning of the 13th National Congress term, the Central Propaganda Department has proactively summarized practical experiences, conducted social opinion surveys, researched theories, and developed 52 topics and projects. Of these, 23 topics and projects have been completed and submitted to the Politburo and the Secretariat for the issuance of new Party documents, resolutions, directives, conclusions, and regulations; 2 topics and projects have been submitted to the Politburo for the issuance of new documents; 9 projects and tasks have been completed and reported to the Politburo and the Secretariat for continued implementation; and 18 topics and projects are being implemented according to schedule until the end of 2025. All topics and projects ensure quality and timely completion.

The Central Propaganda Department has also proactively and effectively participated in drafting documents submitted to the 14th Party Congress; the draft summary of some theoretical and practical issues of 40 years of Renovation…; and proactively implemented the development of the Strategy for Ideological, Cultural, and Scientific and Educational Work until 2030, with a vision to 2045, submitted to the Politburo of the 14th Party Congress. The work of advising on the organization of research, study, dissemination, and implementation of important resolutions, directives, conclusions, and regulations of the Central Committee, the Politburo, and the Secretariat has been carried out proactively, promptly, and with many innovations, receiving recognition and high praise from all levels, sectors, and the entire political system. This has contributed to creating a real transformation in the awareness and actions of Party committees, Party organizations, and Party members to effectively and substantively implement the viewpoints, policies, and guidelines of the Central Committee.

The promotion of studying and following Ho Chi Minh's ideology, ethics, and style, in conjunction with the implementation of the resolutions of the 4th Plenum of the 12th Central Committee and the conclusions of the 4th Plenum of the 13th Central Committee, has received significant attention and guidance, creating a strong ripple effect in society. In particular, advising the Politburo to issue Regulation 144-QĐ/TW on the standards of revolutionary ethics for cadres and Party members in the new period is an important basis for educating and training revolutionary ethics, serving as a foundation for Party committees, cadres, and members to consciously cultivate and improve themselves, to "self-reflect," and to "self-correct," upholding the honor and self-respect of Party members.

The work of protecting the Party's ideological foundation and combating false and hostile information and viewpoints has been renewed in both content and form, creating a strong transformation. The work of directing and guiding information, propaganda, investigation, and monitoring public opinion has become increasingly timely and proactive, thereby contributing to shaping healthy and positive public opinion and creating a positive information flow as the mainstream in the media space. Since the beginning of the term, the Central Propaganda Department has issued 120 guidelines, 350 plans, and 46 documents and outlines to guide ideology and public opinion in many fields; conducted 33 surveys and polls on public opinion; and provided 40 quick reports to Party and State leaders and Party committees at all levels. Information and communication about major national holidays, important historical events, and foreign affairs activities are planned systematically, directed and guided early, with a focus on key areas, creating highlights in information and communication...

During the meeting, representatives from various agencies exchanged many heartfelt and responsible opinions; acknowledged the efforts of the Central Propaganda Department and the propaganda sector in the past period; frankly addressed several issues that need attention in the coming time, especially in the information and propaganda work regarding the Party congresses at all levels leading up to the 14th National Party Congress; and strengthened information and propaganda to disseminate the messages and directives of General Secretary To Lam to cadres, Party members, and the people.

Strongly innovate propaganda work in a proactive and practical manner.

Concluding the working session, General Secretary To Lam acknowledged and commended the achievements and results that the Central Propaganda Department has achieved in recent years. In recent years, propaganda work has been implemented comprehensively, gradually deepening on the basis of closely adhering to reality; actively advising the Central Party Committee on the issuance of many resolutions, directives, conclusions, and regulations of the Party on politics, ideology, ethics, and propaganda work, including new and unprecedented issues. Propaganda, external information, and monitoring of public opinion and social sentiment have been carried out quite systematically; information and communication orientation has been more proactive and effective, both in the physical and online spaces, especially before important political events, hot topics, and issues of public concern, contributing to a high degree of unity in the awareness and actions of cadres, Party members, and all strata of the people.

The Central Propaganda Department has mobilized the participation of press and media agencies from the central to local levels, gradually building and consolidating the information and communication network, creating a mainstream and official information flow, overshadowing negative and false information, creating consensus, and arousing the will and determination of the entire Party, people, and army to effectively carry out revolutionary tasks in the new period. The Department has also actively promoted its role as the Standing Committee of the Central Steering Committee 35, creating new, more proactive and effective progress on the ideological struggle front, maintaining the ideological and information battleground, protecting the Party's ideological foundation, and combating erroneous and hostile viewpoints.

The General Secretary highly appreciated the Central Propaganda Department's frank pointing out of some shortcomings and weaknesses, while also suggesting some issues for the Department to soon find solutions to create clear changes: Although harmful and false information accounts for only 1%, it has a huge impact, daily and hourly, on the thoughts and feelings of cadres, Party members, and the people. This situation has persisted for many years without effective solutions. Recently, the messages from Party and State leaders have created a sense of enthusiasm, arousing confidence, self-reliance, national pride, and aspirations for advancement among cadres, Party members, and the people. What should the Propaganda Department do to promote and maintain this social mood? This is an urgent requirement of the Party for the work of the Central Propaganda Department today. Currently, the country has 797 press agencies and 72 radio and television stations; is this too cumbersome? Regarding the number of journalists, reporters, and collaborators who have become corrupt, "self-evolutionary," "self-transformed," and distanced themselves from Party principles, what solutions does the Central Propaganda Department have? External propaganda efforts have not been as effective as desired, and are even lackluster. What solutions do we need?

Emphasizing that propaganda work in the era of national development is facing new and urgent demands and tasks, the General Secretary suggested that there needs to be a unified understanding that propaganda work is the work of the Party, of Party committees and organizations at all levels, of each Party branch and Party member; the Central Propaganda Department must effectively play its role in advising, coordinating, urging, and guiding the entire Party, first and foremost each Party branch and each Party member, to do this work well. Through Party branches and Party members, the Party's policies should be propagated, concretized, and implemented, setting an example for the masses to follow, guiding the masses in implementation; promptly grasping and addressing emerging grievances in each locality and field that affect social thought and sentiment; and combating and refuting erroneous, hostile, and distorted viewpoints at the grassroots level.

Propaganda work in the new revolutionary period must achieve the goal of creating clarity, unity, and consensus, fostering a spirit of emulation throughout the Party, the people, and the armed forces in implementing the Party's guidelines and viewpoints, and the State's policies and laws.

The General Secretary emphasized that propaganda work in the new revolutionary period must achieve the goal of creating clarity, unity, and consensus, fostering a spirit of emulation throughout the Party, the people, and the armed forces in implementing the Party's guidelines and viewpoints, and the State's policies and laws; maximizing patriotism, the spirit of national unity; self-reliance, self-strength, and creativity; and creating a revolutionary action movement throughout the Party, the people, and the armed forces to successfully achieve the strategic goals of the 100-year period under the Party's leadership and the 100th anniversary of the nation's founding. Along with promoting positive information, the Central Propaganda Department needs to promptly advise and propose effective solutions to address the 1% of harmful, toxic, and distorted propaganda currently circulating. There are specific solutions to mobilize the entire political system, all levels and sectors, and the whole population in protecting the Party's ideological foundation, combating and refuting erroneous and hostile viewpoints, and contributing to the defeat of all conspiracies and subversive ideological activities of hostile and reactionary forces.

The Propaganda Department continues to vigorously innovate its propaganda work in a proactive, practical, and sensitive manner, promptly identifying and advising the Party on effective solutions to emerging practical issues; disseminating the Party's guidelines and policies, and the State's laws and regulations into life in a practical way, reducing conferences and meetings, closely following the realities of people's lives, and adapting to the characteristics of each sector, field, region, and area to ensure appropriate approaches that reflect the pulse of social life, absolutely preventing misunderstandings of what is right and negative interpretations of what is good and beautiful. The Central Propaganda Department should soon research and propose restructuring television channels at both the central and local levels; and establishing a leading English-language television channel for external information in the new era. The Propaganda Department should focus on monitoring the situation and further improving its advisory role to the Party on strategic policies regarding science and education, especially healthcare, education, and social welfare (issues that still cause much public concern). Actively research and propose to the Party policies on culture, ensuring that culture truly becomes a guiding light for the entire Party, the entire people, and the entire army to successfully achieve the Party's strategic goals and contribute increasingly to human civilization.

Building a team of propaganda cadres who are truly steadfast fighters on the ideological and propaganda front of the Party, united, creative, wholeheartedly dedicated to serving the Fatherland and the people, possessing firm political acumen, clean and healthy morals and lifestyles, passionate and committed to their profession, always focused on the grassroots, closely following reality and maintaining close ties with the people. Focusing on streamlining the organizational structure, reducing staffing levels, and promoting digital transformation in all aspects of work while further improving the quality of human resources.
