Kinhtedothi - 2024 marks the fourth year of implementing Conclusion No. 01-KL/TW dated May 18, 2021, of the Politburo of the 13th Party Congress on continuing to implement Directive No. 05-CT/TW "On promoting the study and emulation of Ho Chi Minh's thought, morality, and style."
As a result, more and more good practices, valuable experiences, and effective models are emerging, making learning from and following President Ho Chi Minh's example a voluntary action for each official and civil servant.

According to researchers, throughout his life and career, President Ho Chi Minh always instructed and required cadres and Party members to uphold a high sense of responsibility for the tasks and work assigned to them, whether big or small, ordinary or important, secret or not.
The study and emulation of President Ho Chi Minh's teachings, combined with the theme "Discipline, Responsibility, Action, Innovation, and Development," has enhanced the sense of responsibility and the quality of service of Hanoi's officials and civil servants. Units have adopted innovation as their thinking method, using exemplary conduct and effectiveness in task performance as the basis for evaluating the results of studying and emulating President Ho Chi Minh, thereby creating a strong ripple effect across all areas of the city's work.
At the same time, building and implementing models of learning and following President Ho Chi Minh's example has become an effective measure to ensure that Ho Chi Minh's viewpoints, thoughts, and style permeate the awareness of cadres and Party members, manifesting in their daily work. This helps to remove obstacles and bottlenecks in self-respect and responsibility in work, creating new momentum for improving working methods, styles, and approaches.
In practice, each Party committee and organization has applied President Ho Chi Minh's ideas to learning and following his teachings in specific areas. With models tailored to each region and target group, these initiatives have proven effective, having a profound impact on individuals, families, agencies, and units. Simultaneously, they have been practical and effective in helping each other develop the economy, alleviate poverty, practice thrift, combat waste, and build new rural areas.
Through widespread implementation, the awareness of regularly cultivating and improving oneself, strengthening discipline and order, innovating working styles, living habits, and attitudes of serving the people has been enhanced among each official and civil servant.
Improving the quality of administrative reform, effectively resolving pressing and outstanding issues, especially in land management and construction order... Thereby, promoting the positive, proactive, creative, self-aware, exemplary, and responsible spirit of Party committees and leaders of all sectors and levels.
At a time when the whole country, as well as Hanoi, is focusing on accelerating and achieving targets in socio-economic development and disbursing public investment capital for the entire term, the sense of responsibility of the team of officials and civil servants is being further strengthened.
This includes emphasizing the sense of responsibility of the heads of Party committees and government at all levels in resolving pressing, prominent issues, limitations, and weaknesses in each field, locality, and unit.
Promoting development
It can be said that the proactive and creative spirit from the city has strongly spread to the grassroots level, and this will also be the "formula" for units to mobilize the combined strength of the entire political system to successfully carry out their tasks. Continuing to promote a sense of responsibility and fostering the positive, proactive, creative, and self-aware spirit of each official and civil servant at the grassroots level is a crucial foundation for the city to achieve high results in meeting its set targets.
Furthermore, the successful implementation of the 2024 work theme, "Discipline, Responsibility, Action, Creativity, and Development," has further emphasized and promoted the role, responsibility, and exemplary conduct of leaders at all levels and in all sectors of the political system.
As city leaders have affirmed, Hanoi is continuing to implement comprehensive solutions and measures to accelerate and achieve breakthrough development in 2025, creating momentum and strength to strive for the highest possible completion of the entire term's targets. At the same time, it is accelerating the disbursement of public investment capital and key projects, especially transportation infrastructure projects and environmental pollution control and remediation projects.
Continuing administrative reforms, streamlining the apparatus, and tightening discipline; strengthening decentralization and delegation of authority in the direction of "local authorities decide, local authorities act, local authorities are responsible" coupled with enhanced inspection and supervision… To achieve this, promoting a sense of responsibility, public service awareness, innovation, and creativity becomes even more crucial.
The city also continues to implement criteria for evaluating and quantifying the results of learning and following President Ho Chi Minh's teachings, linking them to the performance of individual tasks. This leads to a higher level of awareness, responsibility, and self-discipline in the performance of official duties by cadres and workers; creating an environment for creativity, innovation, development, and improving the quality and effectiveness of operations in each locality and unit.
Furthermore, it is essential to enhance openness, transparency, and accountability in handling work at administrative agencies from the city level to the grassroots. Thus, exemplary conduct in learning and following President Ho Chi Minh's ideology has and will continue to help units develop specific programs to improve public service responsibility and implement comprehensive solutions to promote socio-economic development.
