In the first six months of the year, total state budget revenue in the province reached VND 30,774 billion, equivalent to 58% of the central government's projected target, 55% of the provincial government's projected target, 105% of the six-month target, and 106% compared to the same period in 2023. However, revenue collection progress in various sectors and fields was uneven, with many tax categories failing to meet expectations, putting pressure on the remaining months of the year.

According to Resolution No. 185/NQ-HĐND (dated December 9, 2023) of the Provincial People's Council on "Estimated revenue of the state budget, local budget expenditure, allocation of provincial budget expenditure estimates and mechanisms and measures for managing the local budget in 2024", the total state budget revenue in the province in 2024 is estimated at VND 55,600 billion, equivalent to 104% of the central government's allocated estimate, including: Domestic revenue of VND 42,600 billion and import-export revenue of VND 13,000 billion.

To ensure the achievement of the targets, the Provincial People's Committee issued Decision No. 3839/QD-UBND (dated December 12, 2023) on the allocation of state budget revenue and local budget expenditure estimates for 2024; Plan No. 318/KH-UBND (dated December 27, 2023) on the economic growth scenario (GRDP) for 2024; Decision No. 399/QD-UBND (dated January 31, 2024) on some mechanisms and measures for managing the state budget in 2024; Decision No. 1444/QD-UBND (dated May 22, 2024) establishing a working group to urge, resolve difficulties and obstacles, and promote state budget revenue collection in 2024; and Decision No. 1379/QD-UBND (dated May 13, 2024) establishing the Land Valuation Council.

The Provincial People's Committee directed departments, agencies, and localities to proactively monitor the production and business situation of enterprises, advise and propose solutions to overcome difficulties and obstacles; organize many activities to stimulate tourism demand; and review revenue sources with remaining potential as directed by the Provincial People's Council.

Thanks to proactive and effective measures from the provincial to the grassroots level, by the end of the first six months of this year, state budget revenue in Quang Ninh province is estimated at 30,774 billion VND, equivalent to 58% of the central government's assigned target, 55% of the provincial target, 105% of the six-month scenario, and 106% compared to the same period in 2023. Of this, domestic revenue is estimated at 21,324 billion VND, equivalent to 52% of the central government's assigned target, 50% of the provincial target, 100% of the six-month scenario, and 101% compared to the same period; revenue from import and export activities is estimated at 9,450 billion VND, equivalent to 76% of the central government's assigned target, 73% of the provincial target, 119% of the six-month scenario, and 121% compared to the same period.

Twelve out of sixteen revenue items achieved the average collection rate (50%), including tax and fee revenues; however, land use fee revenue only reached 21% of the annual plan. Notably, only 5 out of 13 achieved the average collection rate for land use fees, posing a significant challenge for localities and requiring timely solutions as this is a key resource for development investment.

With the current revenue collection results, from now until the end of the year, the entire province must collect at least 24,824 billion VND to complete 2024 with a total state budget revenue of no less than 55,600 billion VND, in accordance with the spirit of Resolution No. 20-NQ/TU (dated November 27, 2023) of the Provincial Party Committee and Resolution 185/NQ-HĐND (dated December 9, 2023) of the Provincial People's Council. This is a large revenue target, and there are many challenges in the remaining months of the year, especially since on June 17, 2024, the Government issued Decree No. 64/ND-CP extending the deadline for paying value-added tax, corporate income tax, personal income tax, and land rent for 2024.

Based on assessments and analyses of the advantages and disadvantages in the province, the Provincial People's Committee directed the Provincial Tax Department, the Customs Department, and local authorities to proactively review and implement comprehensive solutions for revenue management according to the seven plans of the Provincial People's Committee on strengthening tax management in various fields. Based on the results of the Provincial People's Council's monitoring of state budget revenue collection, solutions for budget revenue collection should be urgently implemented to ensure the correct, complete, and timely collection of taxes and fees.

Mr. Ha Van Truong, Director of the Provincial Tax Department, stated: The unit assesses the impacts of tax exemption and reduction policies under Government Decree No. 64/ND-CP to develop appropriate balancing and compensation plans. This includes focusing on taxes with good collection progress, such as revenue from foreign-invested enterprises, revenue from the non-state sector, personal income tax, and revenue from fees and charges; collecting taxes from projects with outstanding tax debts, those whose tax incentives have expired, and newly arising projects to ensure timely and full collection of taxes into the state budget; and resolutely handling cases of tax evasion, tax fraud, and failure to fulfill tax obligations to the state budget.

Following the province's directive on resolving difficulties in collecting land use fees, the Department of Natural Resources and Environment - the unit assigned to lead the effort - is actively reviewing and completing the necessary documents and procedures according to regulations, submitting them to competent authorities for approval of land prices to organize auctions, especially for 6 feasible projects (Ha Long Green Project; Cemetery Park Area in Dong Trieu Town, Quang Yen Town, Uong Bi City; Ocean Park Project; Nam Son Van Don Urban Area Project). The Department is also focusing on addressing and resolving difficulties in hiring consultants, establishing land prices, auctioning, allocating land, implementing projects, accelerating land use fee collection, and developing specific plans for collecting land use fees for these projects.

Faced with the shortfall in land use fee revenue, localities in the province are implementing solutions to ensure balanced funding for development investment; reviewing other legitimate sources of funding from increased revenue and surpluses to report to the People's Council at the same level to compensate for the shortfall; and reviewing and cutting unnecessary recurrent expenditures to supplement public investment capital.
