
The Royal Thai Police stated that SHIELD is designed to enhance data sharing and investigative coordination between countries in addressing transnational crime. The system integrates functions such as locating the operating bases of fraud gangs, tracing money flows, building databases on criminal networks, and assisting in identity verification to expedite the rescue and support of victims of human trafficking rings.
To date, the system has included 10 participating countries: Australia, China, India, the United States, Japan, Malaysia, Nepal, the Philippines , South Korea, and Vietnam. In addition, international organizations such as the United Nations Office on Drugs and Crime, the International Organization for Migration, and the Federal Bureau of Investigation (FBI) also participate in the collaborative network.
