The Party Branch Congress of Vinh Binh village, Tam Thang commune (Tam Ky district) took place in early January 2025. The Congress received many frank opinions and suggestions from Party members regarding the implementation of the resolutions of the previous term, especially clarifying what had been achieved and what had not, identifying the causes, and proposing solutions to overcome them. In particular, many suggestions were made to build a suitable and accurate resolution for the 2025-2027 term, particularly in the area of ​​new rural development.

Mr. Bui Viet Thien, a Party member of the Vinh Binh village Party branch in Tam Thang commune, said: “I have directly contributed my opinions to the new term resolution of the Party branch. In it, I proposed that the direction of local economic development should be to switch to watermelon and lotus cultivation because the area has suitable soil potential for growing these crops, but it has not yet received systematic investment. Besides that, I also want to work with the Party branch to further disseminate the Party and State's policies on building new rural areas so that the people agree and work together to implement the improved criteria.”

Many party members, regardless of age or occupation, attended the congress with a high sense of responsibility and expectation that the congress would propose new policies, enhance the leadership capacity of the party branch in developing the locality, and bring about positive changes in people's lives.

Mr. Thai Ngoc Mien, a party member in the Phu Binh village branch, Tam Phu commune (Tam Ky city), currently runs a small business and is interested in the decisions and leadership role of the party branch, especially in local economic development.

"The urbanization process is gradually shrinking the area for production, so people need guidance and support to transition to suitable occupations. Therefore, I hope that this congress will propose effective and strong solutions to stabilize and improve the lives of the people," Mr. Mien said.

At the congresses, many party members also expressed concerns and offered suggestions on Party building work, specifically regarding the orientation for developing party members, as many grassroots party organizations have failed to meet their targets for admitting new members in recent years. They also raised concerns about enhancing the role and responsibility of current party members, especially young party members in villages and neighborhoods.

Looking at the model party branch congresses in villages and neighborhoods in Tam Ky, it can be seen that, in general, party members have demonstrated a sense of responsibility in all processes and tasks related to organizing the congresses.

Ms. Le Thi Cuc, a Party member of the My Thach Bac neighborhood Party branch, Tan Thanh ward (Tam Ky), said: “Although most of the Party members in our branch are retired officials, they have demonstrated a strong sense of self-awareness, responsibility, and solidarity to participate with the Party branch committee in everything from organizational work to preparing the branch's report and contributing to the Party Committee's documents…to ensure the success of the congress. And I believe that with our many years of outstanding performance, our Party branch will successfully implement the resolutions set forth.”

According to the Tam Ky City Party Committee, by early January 2025, the pilot congresses of the Party branches under the Party committees had taken place successfully. The pilot congresses of the grassroots Party branches were held safely, economically, and in accordance with guidelines; personnel work was carried out in accordance with procedures and regulations, so the election results at the congresses received high consensus from Party members.

The congress elected the executive committee, directly elected the secretary and deputy secretary of the Party branch, and elected delegates to the higher-level congress with a voting rate of 96% or higher. Notably, the resolution for the new term was unanimously approved by 100% of the Party members, with specific goals and targets that are relevant to the local situation and the proposed solutions being highly feasible.

Following the pilot congress, the Party committees under the Tam Ky City Party Committee have drawn lessons learned to guide the congresses of the remaining Party branches, ensuring the best possible results. Currently, 40% of the Party branches under the Tam Ky City Party Committee have held their congresses. According to the plan of the Tam Ky City Party Committee, the Party branches under the grassroots Party committees will complete their congresses in the first quarter of 2025.
