Specifically, in Decision No. 1112/QD-BVHTTDL on the establishment of the Council for Appraising the draft Circular regulating the inventory of cultural heritage, promulgating the list of cultural heritage inventories and the addition, relocation and change of artifacts in relics; classification of relics and antiques; storage of documentary heritage; cultural heritage with restricted use and exploitation and guidance on the exploitation and use of the national database on cultural heritage, it is stated that the Council for Appraising the draft consists of 21 members, with Mr. Pham Cao Thai, Director of the Department of Legal Affairs, Ministry of Culture, Sports and Tourism as Chairman of the Council.
In Decision No. 1113/QD-BVHTTDL on the establishment of the Council for appraisal of the draft Circular detailing a number of regulations on preservation, restoration and rehabilitation of relics; economic and technical norms for preservation, restoration and rehabilitation of relics, it is clearly stated that the Council for appraisal of the draft with 17 members is established, with Mr. Pham Cao Thai, Director of the Department of Legal Affairs, BVHTTDL as Chairman of the Council.
In Decision No. 114/QD-BVHTTDL on the establishment of the Council for Appraising the draft Circular detailing the professional tasks of museums; sending and preserving artifacts and documents on intangible cultural heritage, relics, antiques, national treasures, documentary heritage; activities of researching, collecting and documenting intangible cultural heritage for Vietnamese people residing abroad, foreign organizations and individuals and activities of researching and collecting documentary heritage; programs, documents, organizing training, coaching and fostering human resources for managing, protecting and promoting the values of cultural heritage, it is clearly stated that the Council for Appraising the draft with 19 members is established, with Mr. Pham Cao Thai, Director of the Department of Legal Affairs, BVHTTDL as Chairman of the Council.
The Decisions also clearly state that the Appraisal Council shall cease its activities and dissolve itself after the end of the Appraisal Council meeting. The Department of Cultural Heritage is the drafting agency that ensures funding for the appraisal of the draft Circular in accordance with the provisions of law.
