Establishment of Hoa Lu city in Ninh Binh province

On the morning of December 10, the National Assembly Standing Committee approved the plan to merge Hoa Lu district with Ninh Binh city to establish Hoa Lu city.

According to the Resolution on the arrangement of administrative units of Ninh Binh province in the period of 2023-2025, the entire area and population of Ninh Binh city will be merged with Hoa Lu district.

Hoa Lu City has a total area of 150.24 km2, population of 238,200, bordering Yen Khanh, Gia Vien, Nho Quan, Yen Mo districts, Tam Diep City and Nam Dinh province.

The National Assembly Standing Committee also agreed to establish Ninh Giang ward of the city on the basis of Ninh Giang commune; Ninh Phuc ward on the basis of Ninh Phuc commune; establish Ninh My ward on the basis of Thien Ton town and Ninh My commune; merge the entire natural area and population of Phuc Thanh ward and Thanh Binh ward into Van Giang ward.

After the arrangement, Hoa Lu City has 20 commune-level administrative units, with 12 wards: Bich Dao, Dong Thanh, Nam Binh, Nam Thanh, Ninh Giang, Ninh Khanh, Ninh My, Ninh Phong, Ninh Phuc, Ninh Son, Tan Thanh, Van Giang and 8 communes: Ninh An, Ninh Hai, Ninh Hoa, Ninh Khang, Ninh Nhat, Ninh Tien, Ninh Van, Truong Yen.

The resolution also stipulates the arrangement of 34 commune-level units in Ninh Binh province. After the arrangement, Ninh Binh province will reduce Hoa Lu district, leaving 5 districts and two cities; reduce 18 communes and one town, increase one ward, leaving 125 commune-level units.

Minister of Home Affairs Pham Thi Thanh Tra said that the current staff of Hoa Lu district and Ninh Binh city is 2,818; the new Hoa Lu city has 2,758 people, a surplus of 60. The surplus at the commune level is 369, including 159 staff, 97 civil servants, and 45 medical staff.

The total number of public headquarters in two district-level units and 34 commune-level units that have been reorganized is 242. The province continues to use 216 headquarters, with 26 surplus.

Chairman of the Law Committee Hoang Thanh Tung said the arrangement of administrative units at district and commune levels in Ninh Binh province is in accordance with planning; ensures the common interests of the nation, region and province; and improves the effectiveness of state management of local authorities.

Hoa Lu City is oriented as a "Millennium Heritage City", this is the premise for the city to become a national cultural - historical and tourist center of international significance.

This Resolution takes effect from January 1, 2025.
