Currently, Gia Lam is the second district in Hanoi to successfully build an advanced new rural district.

On January 15, 2025, Gia Lam district solemnly held a ceremony to receive the Certificate recognizing the district as having achieved advanced new rural standards in 2023. This is a great honor and source of pride for the entire Party Committee, government, and people of the district.

Implementing the National Target Program on building new rural areas, Program No. 04-CTr/TU of the Hanoi City Party Committee on agricultural development and building new rural areas associated with improving people's lives, and implementing the Resolution of the 22nd Congress of the Gia Lam District Party Committee, right from the beginning of the term, the Gia Lam District Party Committee has built and implemented synchronously 5 work programs for the entire term from 2020 to 2025, including the Program for economic development, building advanced and model new rural areas, and investing in building Gia Lam district into a district.

The district has established a Program Steering Committee; set up a District New Rural Development Coordination Office; and directed communes to establish Steering Committees to implement activities synchronously from the district to the grassroots level; proactively inspect, promptly resolve difficulties and obstacles in the implementation process, accelerate progress to completion, and guide communes in developing implementation plans according to the set roadmap.

From 2019 to the present, the Steering Committee of the Program and the People's Committee of Gia Lam district have issued 130 documents to lead, direct, and supervise implementation. The District Party Committee has directed 100% of the Party Committees, People's Councils, and People's Committees of the communes to issue specialized resolutions, programs, and annual plans for implementation; at the same time, it has organized the mobilization of the broad participation of all strata of the people in the construction of rural roads; and launched and replicated the model of "People donating land and contributing labor days to build village roads and alleys"...

A new, modern, and authentic Gia Lam.

After 5 years of implementation, from being recognized as a New Rural Area standard district in 2018, Gia Lam district now has 20 out of 20 communes achieving advanced New Rural Area standards (100%) and 7 out of 20 communes achieving model New Rural Area standards (35%); and 2 towns, Yen Vien and Trau Quy, achieving civilized urban standards. On December 16, 2024, Gia Lam district was recognized by the Prime Minister as a district achieving advanced New Rural Area standards in 2023, in Decision No. 1574/QD-TTg. Visiting Gia Lam today, it is hard to imagine that what was once a purely rural area now has the appearance of a civilized and modern urban area.

In implementing the Advanced New Rural Development Program, recognizing that planning must precede implementation, the district directed its units and communes to follow this direction: For areas already included in urban planning, the focus was on investing in the construction of technical and social infrastructure, housing areas, urban areas, and functional zones; renovating and upgrading existing residential areas to meet urban standards according to the approved urban zoning plan, in conjunction with the Advanced New Rural Development Program, model projects, and the transformation of the district into a city. For areas designated for urban expansion, the focus was on constructing public facilities and a framework of technical infrastructure meeting urban standards; and carrying out conservation and promotion of traditional values ​​in ancient villages and craft villages within the district.

In addition, the district has invested heavily in infrastructure and transportation: 100% of roads are asphalted or concreted, with signage systems, ensuring connectivity between communes, regions, and concentrated raw material areas, in line with the urbanization process. The irrigation system has been invested in and upgraded to ensure timely irrigation for the people's production needs. The district's electricity network has been modernized according to the criteria of flexibility, intelligence, and a high level of automation; 411km of lighting systems in communes and towns have been invested in synchronously; 100% of alleyways wider than 2m have street lighting...

Schools in the district have been upgraded and newly built to modern standards, ensuring effective teaching and learning. Currently, the district has 81 public kindergartens, primary schools, and secondary schools, with 96.2% meeting national standards, including 28 schools achieving level 2 national standards; all four public high schools in the district meet national standards (including Duong Xa High School achieving level 2); and the quality of education is continuously improving. Healthcare and cultural activities are prioritized; the percentage of people participating in health insurance in the district reaches 95.9%. Eight out of 20 communes in the district have community cultural and sports centers; 100% of villages and residential areas have community centers, community activity houses, and public playgrounds… Notably, 300 locations have been equipped with outdoor sports facilities, effectively meeting the cultural and sports needs of the community.

The district has 320 historical and cultural relics, revolutionary and resistance war sites, and other structures and locations with historical significance; 163 heritage sites, including the Phu Dong Temple, recognized as a special national relic, the Giong Festival, a representative intangible cultural heritage of humanity, and 4 national intangible cultural heritage sites. These cultural heritage sites in the district have been preserved and protected by the people through generations and are widely promoted.

Implementing the New Rural Development Program, Gia Lam district has done a good job of planning production areas with concentrated specialized farming zones, such as: safe vegetable production areas, glutinous rice (Nếp Cái Hoa Vàng variety), flowers, ornamental plants, and fruit trees... Currently, the entire district has 2,106 hectares of land planted with flowers, ornamental plants, and fruit trees; 515.7 hectares of vegetable and fruit production according to VietGAP standards; and 12 products protected by collective trademarks...

By the end of 2024, the entire district had 135 products recognized under the OCOP program. Environmental sanitation and quality of life in rural areas were prioritized; waste and wastewater were collected; ponds and lakes were reinforced, renovated, and planted with flowers, creating a bright, green, clean, and beautiful environment. Security and order in the area were maintained.

Besides the remarkable development in economic, cultural, and social life, the process of building advanced new rural areas in Gia Lam district has also created civilized and modern urban areas such as: Vinhomes Ocean Park urban area, Dang Xa urban area, TQ5 urban area, 31ha urban area... Thanks to building new rural areas at increasingly higher levels, linked to urban criteria, the villages in Gia Lam are now bustling, prosperous, and civilized, no less so than urban areas. The great values ​​from building advanced and model new rural areas are the "sweet fruits" of the joint efforts, solidarity, and unity between the Party Committee, the government, and the local people.

Continuing to thrive in the new era.

Deeply understanding the guiding spirit of General Secretary To Lam in the awareness and action regarding "The New Era, the Era of the Vietnamese Nation's Struggle," with the highest political determination, in 2025, the Party Committee and government of Gia Lam district will continue to focus on leading and directing, issuing resolutions, projects, and plans to organize implementation with the view that maintaining the status of an advanced new rural district is the central and overarching task; it is the prerequisite and driving force to realize the goal of making the lives of the people better and building Gia Lam district into a civilized, cultured, modern, and increasingly developed district.

The district is focusing on directing the completion of the Urban Zoning Plan for the area designated for urban expansion within Gia Lam district, while coordinating with specialized departments of Hanoi to finalize the "Proposal for the Establishment of a District" and the "Report on the Assessment of Urban Infrastructure Development Level in the Area Planned for the Establishment of Districts and Wards in Gia Lam District" for approval as per regulations. By 2025, Gia Lam district aims to achieve the goal of becoming a district of Hanoi.

 

Implementing the National Target Program for building new rural areas, with continuous efforts and dedication, Gia Lam district has been recognized by the Central Government and the City with many forms of commendation, such as: the Third-Class Labor Medal (2014), the Third-Class Independence Medal (2019); and for many years has received Emulation Flags and Certificates of Merit from the City and various departments and agencies…
