Regarding the irregularities in the grading results of the 10th grade entrance exam in Thai Binh province, as reported by Dai Doan Ket Newspaper, on July 30th, the Chief Inspector of Thai Binh province, Tran Trung Dung, signed Decision No. 551/QD-TTr to inspect the implementation of policies, laws, and assigned tasks and powers of the Department of Education and Training, the Director of the Department of Education and Training, and related organizations and individuals in organizing the 10th grade entrance exam for the 2024-2025 school year in Thai Binh province.

According to the decision, the inspection period is 20 working days, starting from the date the inspection decision is announced.

According to the decision, the Chief Inspector of Thai Binh province decided to establish an Inspection Team, consisting of 11 officials, headed by Mr. Pham Cong Dich, Deputy Chief Inspector of Thai Binh province.

Of the 11 members of the delegation, 7 were officials from departments and units under the Thai Binh Provincial Inspectorate, 2 were officials from the Provincial Police, and 2 were officials from the Provincial Department of Information and Communications.

The inspection team is responsible for developing and implementing the inspection plan in accordance with the contents of the decision.

Previously, regarding this matter, on the morning of July 30th, the People's Committee of Thai Binh province sent a document to the Provincial Inspectorate, the Provincial Police, the Provincial Department of Internal Affairs, and the Provincial Department of Information and Communications. In the document, the People's Committee of Thai Binh province stated that it had received complaints from citizens and public opinion reflecting on irregularities in exam scores during the 2024-2025 high school entrance exam in Thai Binh province.

Consequently, the Chairman of the People's Committee of Thai Binh province requested the Provincial Inspectorate to conduct an unscheduled inspection of the implementation of policies, laws, assigned tasks, and powers by the Department of Education and Training, the Director of the Department of Education and Training, and related organizations and individuals in organizing the entrance examination for grade 10 of high school in the 2024-2025 school year in Thai Binh province.

The Provincial Police Department and the Provincial Department of Information and Communications are requested to assign officials and civil servants with sufficient capacity, qualifications, and eligibility to participate in the inspection.

Specifically, the Chairman of the People's Committee of Thai Binh province requested the Provincial Department of Internal Affairs to take the lead and coordinate with relevant units to advise the Party Committee of the Provincial People's Committee to report to the Standing Committee of the Provincial Party Committee for consideration and decision on temporarily suspending the Director of the Provincial Department of Education and Training from his duties to facilitate the inspection, ensuring compliance with regulations.

Regarding the consideration of temporarily suspending the Director of the Provincial Department of Education and Training, on the morning of July 31st, the leaders of the Thai Binh Provincial Department of Internal Affairs informed the press that this matter must await approval from the Standing Committee of the Thai Binh Provincial Party Committee.

Previously, Dai Doan Ket Newspaper reported that public opinion in Thai Binh province has been abuzz with controversy surrounding the results of the 10th grade entrance exam for the 2024-2025 school year, both in the initial results and the results of the review process.

In mid-June 2024, when the exam results were announced by Thai Binh province, many parents, teachers, and students who took the exam in the province expressed surprise, believing that the scores did not accurately reflect the candidates' performance. Many subsequently submitted applications for a re-evaluation of their exam papers.

On July 16th, when the results of the exam re-evaluation were announced, public opinion in the province was once again stirred up by the significant discrepancies between the scores in various subjects, especially Mathematics and Literature, and the scores given earlier. Some citizens even submitted petitions to the relevant authorities, expressing their disagreement with the grading process in the province's exams.

According to reports from citizens and letters sent to responsible agencies, there are cases such as: candidate number 2604xx, who scored 3.75 in Mathematics, saw their score skyrocket to 9.5 after a review of the grading process.

Candidate number 2604xx initially scored 4 points in Literature, but after a review of their exam results, their score skyrocketed to 7.5 points.

Candidate number 2700xx, who had previously won second prize in Mathematics at the Thai Binh provincial-level excellent student competition, only scored 5.5 points in the subject in the recent exam. After the re-evaluation, the score increased to 9.5 points…
