According to government requirements, Phase 1 of the Long Thanh Airport Project must be operational by the end of 2026. However, in early 2026, the project faced numerous difficulties, including payment issues for some contractors, fluctuating material prices, and especially a shortage of construction personnel, all of which affected the project's progress.
Continue to recruit additional construction personnel.
According to the Vietnam Airports Corporation (ACV), the implementation of numerous key projects in the South and across the country has made it difficult for contractors to mobilize manpower for the Long Thanh Airport project.
Based on that reality, in April 2026, solutions to overcome difficulties for this project were implemented synchronously. On April 13, 2026, the Politburo issued Conclusion No. 24-KL/TW on continuing to remove difficulties and obstacles for long-standing stalled projects, allowing for the resolution of difficulties for the project simultaneously with the process of handling responsibilities, creating a solid legal framework for the entire construction site to accelerate construction.
Subsequently, working groups on payments and materials were established and put into operation. Simultaneously, the Ministry of Construction , the Ministry of Finance, Dong Nai City, and Ho Chi Minh City got involved, prioritizing the allocation of materials, providing manpower support, and promptly resolving obstacles for the project.
According to Mr. Nguyen Duc Hung, Acting General Director of ACV: The outstanding payment issues have been basically resolved, and the policy of making provisional payments for completed and accepted work has been eased, creating favorable conditions for the Long Thanh Airport Project to accelerate construction.
Regarding human resources for the project's construction, during the 180-day accelerated project completion and commissioning of Long Thanh Airport, representatives of the contractors committed to focusing on mobilizing manpower and machinery for construction.
Mr. Nguyen Do Quy, General Director of Hanoi Construction Corporation (Hancorp), the consortium of contractors for the project, said: To meet the progress requirements, the contractor prioritizes focusing the highest level of resources, especially the construction workforce, on the Long Thanh Airport Project. The Hancorp consortium immediately issued decisions to concentrate maximum resources on this key national project.
Meanwhile, the Aviation Construction Corporation (ACC) is currently maintaining sufficient personnel and equipment to serve the construction of the second runway package.
According to ACV, the project site currently has an average of over 7,300 direct construction workers, an increase of more than 4.5% compared to the beginning of June 2026. ACV has continued to request contractors to review their construction organization capacity, supplement manpower, equipment, and materials, and strengthen the workforce for internal operations, complete documentation, and ensure that all items are implemented synchronously from the site to acceptance and quality management.
Racing against time
Regarding the Long Thanh Airport Project Phase 1, in mid-June 2026, during a meeting with the Standing Committee of the Dong Nai City Party Committee, Prime Minister Le Minh Hung emphasized that completing and putting Phase 1 of Long Thanh Airport into commercial operation is a mandatory task.
During a project progress inspection in mid-June 2026, Central Party Committee member and Minister of Construction Tran Hong Minh also emphasized the overarching principle: "There can be no delays; we must work and race against time" to complete the project on schedule. He also requested that all parties review the entire construction volume and payment settlement documents, and pay attention to and encourage the engineers and workers who are working day and night on the construction site.
According to ACV, after launching a 180-day accelerated project completion and putting Long Thanh Airport into operation, the project's construction pace has continued to increase. Accordingly, the total value of completed work for Component 3 has reached over VND 65.6 trillion, equivalent to nearly 76% of the total value of signed contracts. Specifically for the main construction packages, the total value of completed work has reached over VND 56 trillion, equivalent to nearly 68% of the contract value. This figure increased by 3.35 percentage points compared to the beginning of June 2026.
In particular, for package 4.8, which involves the construction, equipment installation, and design of internal port traffic infrastructure and airport technical infrastructure – one of the largest and most complex packages in the project – ACV is strengthening its control over each construction area, each group of items, and each connection requirement with related packages. To date, the value of work completed for package 4.8 has reached nearly VND 6.9 trillion, equivalent to nearly 62% of the contract value.

Vietnam encourages US businesses to expand investment in high technology. On the morning of June 26th, at the Government Headquarters, Deputy Prime Minister Ho Quoc Dung received Mr. Jeff Place, Supply Chain Director of Coherent Group (USA). During the meeting, the Deputy Prime Minister affirmed that Vietnam encourages US businesses to expand investment, especially in high-tech, innovation, and semiconductor industries. With the project construction area preparing to enter the rainy season, which could affect construction work, ACV and related units have proactively developed response plans and adjusted the construction schedule according to actual weather conditions.
According to ACV, the unit will coordinate with the Long Thanh Airport Project Management Board to continue closely monitoring the site, strengthening inspections, coordinating resources, promptly handling arising problems, and requiring contractors to focus their utmost efforts on ensuring the progress, quality, safety of construction, and consistency of the project.
