The implementation of National Target Program 1719 in Lao Cai province has shown that many projects and tasks have left a strong mark, contributing to changing the material and spiritual lives of ethnic minorities and people in mountainous areas. However, during implementation, many difficulties and obstacles still remain that need to be addressed soon so that the Program can maximize its effectiveness, especially in the implementation of Project 1.

Furthermore, to accelerate the implementation of National Target Program 1719 following the impact of Typhoon No. 3, and to orient the content and proposals for 2025 and the 2026-2030 period, Lao Cai province has proactively and promptly grasped the situation of ethnic minority areas in the locality. From there, it has actively advised and issued many documents related to the implementation of ethnic policies.

According to Mr. Nguyen Xuan Nhan, Head of the Ethnic Affairs Committee of Lao Cai province, in the first nine months of 2024, the ethnic affairs agencies in Lao Cai province effectively carried out their tasks of state management of ethnic affairs and the permanent agency for ethnic policies. They proactively and promptly grasped the situation in ethnic minority areas; actively advised and issued many documents related to the implementation of ethnic policies. Specifically, in the first nine months of 2024, the Lao Cai Provincial Ethnic Affairs Department coordinated with other departments and localities to advise the Provincial People's Committee to submit to the Provincial People's Council for promulgation 6 Resolutions; directly issued 8 plans, 16 Decisions, 13 reports, and 24 documents to direct, implement, and evaluate the results of ethnic affairs work and the National Target Program 1719 in the province.

To effectively implement the policy of supporting land for housing for ethnic minorities, Muong Khuong district is considered the locality with the largest number of poor households in the province needing support to build temporary houses. Therefore, among the households eligible for support, many still lack land use right certificates, affecting the completion of procedures for starting house construction. To overcome this difficulty, Muong Khuong district has directed specialized agencies to coordinate with the People's Committees of communes and towns to proactively cooperate and support people in resolving obstacles and completing legal procedures for granting land use right certificates.

Mr. Luu Duc Manh, Deputy Head of the Department of Natural Resources and Environment of Muong Khuong District, said that the Department has sent officials to communes and towns to coordinate with local authorities to review the locations of people's houses to ensure they conform to the approved land use plan. At the same time, they are promoting and encouraging people to register their needs for land surveying and complete the necessary documents to obtain a decision recognizing the land as residential land, then fulfill financial obligations and declare taxes to receive land use right certificates.

To ensure support for residential and agricultural land for ethnic minority communities, the People's Committee of Lao Cai province issued Decision No. 04/2023 stipulating certain provisions on residential land support and agricultural land allocation for the implementation of National Target Program 1719 in Lao Cai province. Accordingly, based on land availability, the actual conditions of each project, and the needs of households eligible for the policy, the People's Committees of districts, towns, and cities will consider and decide on the residential land area for each household, ensuring that it is not less than the minimum area and not exceeds the maximum area.

To ensure the implementation of the plan and to provide timely support to people in ethnic minority and mountainous areas, Mr. Nguyen Xuan Nhan, Head of the Ethnic Affairs Committee of Lao Cai province, suggested that localities should continue to review the annual plan tasks and assigned tasks for the term to conduct objective and specific assessments, and promptly advise the Party committee and government on measures to direct and resolve issues in a timely manner.

In addition, focus on resolving difficulties in implementing National Target Program 1719, especially Project 1 on supporting housing land, production land, and clean water for ethnic minorities and people in mountainous areas. From there, proactively advise, coordinate, guide, and urge communes to implement ethnic policies, ethnic affairs, and projects of National Target Program 1719.
