
"Uncle Ho's Soldiers" is an affectionate and familiar name, a noble title for officers and soldiers of the Vietnam People's Army. As a force absolutely loyal and trustworthy to the Party, the State, and the people, the Vietnam People's Army always actively cultivates and promotes the cultural values of this title in all areas of work, building and firmly defending the Fatherland in the new situation.
Improving the quality of the cultural environment
In May 1992, in accordance with the viewpoints of the 7th Party Congress and the guidance of the Central Military Party Committee, the General Political Department issued Directive No. 143/CT on conducting the campaign to build a cultural environment in military units. To ensure uniformity throughout the army, on November 24, 2020, the Ministry of National Defense issued Decision No. 3672-QD/BQP on the Planning of the System of Cultural Institutions in the Vietnam People's Army for the period 2021-2025, with a vision to 2030. This integrated the building of a cultural environment in the army with the implementation of major campaigns of the entire Party and people, the "Determined to Win" emulation movement, focusing strongly on the grassroots level with many good models and creative approaches.
In Dien Bien province, border guards have set up a Ho Chi Minh Room that also serves as a reading room; a corner dedicated to ethnic culture, featuring displays of traditional musical instruments and costumes; a legal library placed next to the duty room for easy access; and a common area utilized as a stage. Through these initiatives, border guard posts have become cultural hotspots in the border region, enhancing the spiritual well-being of the soldiers; serving as places for interaction, exchange, and learning between soldiers and local people, contributing to fostering strong bonds between the military and the people.
Many Party committees and commanders of agencies and units have promoted grassroots cultural institutions, strengthening cultural activities linked to political and ideological education to meet the requirements of the new situation. To raise awareness among officers and soldiers, Party committees and unit commanders regularly maintain "Political, Cultural and Spiritual Day" activities, exchanging and discussing ideas to help soldiers better understand their responsibilities as soldiers to the Fatherland and the people, thereby maintaining their ideological stance.
Lieutenant Colonel Pham Bien Cuong, Secretary of the Party Committee of Battalion 52, Brigade 971, Department of Motor Vehicles and Transportation, shared: In addition to organizing meetings and dialogues between the heads of the Party committees, commanders, and officers and soldiers, the Battalion established a Zalo group for soldiers-units-families; regularly organizing seminars and discussions on online behavior. The Brigade's "Iron Horse" and "Red Fire" Fanpages have become key political activity points, spreading good deeds and directly contributing to the fight against harmful culture, reactionary rhetoric, and false narratives of hostile forces in cyberspace.
Worthy of the title "Soldiers of Uncle Ho"
A healthy cultural environment motivates and empowers officers and soldiers to preserve and promote the cultural values and titles, and to shine with the qualities of "Uncle Ho's Soldiers" in new conditions and circumstances. These qualities include courage, resilience, intelligence, and wholehearted dedication to the people. Brigade 162, Region 4 of the Navy, focuses on building a cultural environment. The Brigade Party Committee has issued regulations on cultural conduct within the unit, focusing on disciplined, democratic, and healthy work practices; developing software for Party and political work using artificial intelligence (AI) in the internal network; and software for teaching and learning, while also providing soldiers with useful information and knowledge about President Ho Chi Minh, the Party, the army, and many traditional songs of the Brigade.

Colonel Mai Van Doanh, Secretary of the Party Committee and Political Commissar of the Brigade, stated that focusing on building a cultural environment contributes to fostering revolutionary ideals and inspiring determination in training and striving. Alongside combat training, the Brigade organizes classes in foreign languages, dance, and world culture… As a result, the Brigade's soldiers have successfully completed their tasks in international integration and defense diplomacy.
Linking the building of a cultural environment with the implementation of Directive No. 05-CT/TW of the Politburo and the "Determined to Win" emulation movement in the army is an effective solution of the Party Committee of Factory Z173, General Department of Defense Industry. The factory promotes learning and following President Ho Chi Minh's teachings, and the unit's emulation movements through promoting initiatives, technical improvements, and enhancing production and business capacity. From 2020 to the present, Factory Z173 has had 25 scientific projects and 192 initiatives and technical improvements; it has independently built a new military transport ship with a tonnage of 3,000 tons equipped with many advanced facilities and equipment.
The military culture is a strong bond that strengthens the relationship between the military and the people. For over 20 years, Major Nguyen Van Thinh, a professional military officer, has driven in Battalion 52, Brigade 971, and his comrades have traversed thousands of dangerous roads, delivering medicine and medical equipment to COVID-19 hotspots, as well as food and supplies to flood-stricken areas in the North and Central regions, directly rescuing people isolated by floods. The tradition of mutual support between the people and the army in times of hardship constantly reminds him and his comrades of their responsibility to repay that debt. This is also the shared spirit and mindset of soldiers throughout the plains, mountains, and islands. Many touching stories and examples of soldiers braving storms and floods to help their compatriots in times of trouble and rebuilding ruined houses have been recognized by the people. Many meaningful and practical initiatives and movements such as "Lighting up rural roads," "Helping children go to school," and "Military doctors in green uniforms" are still being actively implemented by soldiers with the desire to bring a prosperous and peaceful life to the people.
