This is an important content in the roadmap to modernize non-cash payments and ensure the safety of the financial and banking system, specifically stipulated in Circular No. 18/2024/TT-NHNN on bank card activities and Official Dispatch No. 1099/NHNN-TT dated February 19, 2025 of the State Bank.
Commercial banks have recently widely notified customers about stopping magnetic card transactions from July 1.
After this time, unconverted cards will not be able to perform transactions such as: Withdrawing money, depositing money at ATMs and CDMs, paying at POS card acceptance points, interbank transactions... In some cases, the card may be completely locked.

From July 1, 2025, magnetic stripe ATM cards will not be accepted for transactions.
The suspension of magnetic cards is considered extremely necessary in the current context when fraud, card fraud, and information theft are becoming more and more sophisticated. Chip cards are currently considered the optimal solution in applying modern encryption technology, creating separate transaction codes for each use, helping to prevent copying and information theft.
Therefore, to avoid disruption, users are forced to convert their magnetic strip ATM cards to chip cards. This regulation applies to both magnetic stripe-only cards and chip-magnetic combination cards.
How to change ATM card to chip card
To convert ATM cards to chip cards, customers can use the following methods:
Method 1 : Go to the nearest bank branch or transaction office of the bank that issued the ATM card you are using to convert (note, users must bring their ID card).
Method 2 : Register to convert cards via electronic banking applications and receive the card at home or at the transaction point of the card-issuing bank.

Steps to change card from ATM to Vietcombank chip card.
Step 1: Download the VCB Digibank application to your phone.
Step 2: Open the application and log in to VCB Digibank (on the login screen, enter your password, fingerprint or Face ID to log in).
Step 3: Scroll down to the Card Services section.
Step 4: Select Issue/Convert card.
Step 5: Select Register to convert debit card technology.
Step 6: Confirm the debit card information to be converted and the card receiving location, then click Continue to complete.
