This content is addressed in Directive 23/CT-TTg dated July 9, 2023, on promoting administrative procedure reform for issuing criminal record certificates to facilitate citizens and businesses.

Pilot program for issuing criminal record certificates via the VNeID application.

Accordingly, the Prime Minister assigned the Ministry of Justice to take the lead in coordinating with the Ministry of Public Security to research and develop solutions for piloting the issuance of criminal record certificates on the VNeID application, as required by Resolution 74/NQ-CP dated May 7, 2023.

Advise the Government to report to the National Assembly on piloting the decentralization of the issuance of criminal record certificates to the Justice Departments under the People's Committees at the district level in Hanoi and Nghe An province, and submit it to the Government as soon as possible.

At the same time, the Ministry of Public Security is assigned to take the lead and coordinate with relevant agencies and localities to carry out the following tasks:

- To preside over and coordinate with the Ministry of Justice, the Ministry of National Defence, the Supreme People's Court, the Supreme People's Procuratorate, and relevant agencies to connect and share the National Population Database with the Criminal Record Database, the Civil Enforcement Agency Database, the Public Security Sector Database, and the databases of the Ministry of National Defence, the Supreme People's Court, and the Supreme People's Procuratorate to serve the issuance of Criminal Record Certificates and the handling of administrative procedures in accordance with the law.

- Coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to research and develop solutions for piloting the issuance of criminal record certificates via the VNeID application, in accordance with Resolution 74/NQ-CP dated May 7, 2023. Based on this, conduct a preliminary review and report to the competent authorities on the nationwide implementation.

Previously, in Resolution 74/NQ-CP dated May 7, 2023, the Ministry of Public Security was assigned to lead and coordinate with the Ministry of Justice, the Ministry of Information and Communications, and the People's Committee of Thua Thien Hue province to research and develop a solution for piloting the issuance of criminal record certificates via the VNeID application for citizens in Thua Thien Hue province; and to report to the Prime Minister before May 31, 2023.

Therefore, a pilot program for issuing criminal record certificates via the VNeID application will soon be implemented in Thua Thien Hue province.

Limit the abuse of requesting criminal record certificates.

Political organizations, socio-political organizations, and associations are requested to disseminate and implement this Directive to their members in order to limit the abuse of requesting criminal record certificates.

The Ministry of Information and Communications, in coordination with news agencies, will disseminate information on regulations regarding the issuance of criminal record certificates to ensure that organizations and businesses understand and comply with them, thereby limiting the abuse of requiring citizens to provide criminal record certificates. It will also direct public postal service providers to cooperate closely with agencies issuing criminal record certificates to offer home delivery of application results for criminal record certificates upon request.

Ministers, heads of ministerial-level agencies, government agencies, and chairpersons of People's Committees of provinces and centrally-administered cities shall organize and direct agencies, organizations, and units under their management to strictly implement Directive 23/CT-TTg dated July 9, 2023.

Ministries, sectors, and localities shall periodically report to the Prime Minister on the situation and results of implementation in their reports on administrative procedure control.
