Competition begins with concrete actions at the grassroots level.

In response to the special 500-day emulation campaign, on June 25th, Dong Xoai ward commenced the construction project of Hai Thuong Lan Ong road (section from Ton Duc Thang road to the border with Binh Phuoc ward). A highlight of the project is the high level of public support, with the motto "for city and village matters, even valuable land is donated." The project involves the clearance of 5.14 hectares, affecting 98 land plots. Thanks to effective communication and mobilization efforts, 48 households and individuals have voluntarily donated nearly 3.2 hectares of land, worth over 15 billion VND, for the project.
A prime example is the family of Mr. Mai Thế Tám (Ward 5). Despite owning a house with a prime location at the intersection of Lý Thường Kiệt and Hải Thượng Lãn Ông streets, he voluntarily donated nearly 120 m² of land, a single-story house, and nearly 40 m of sturdy fence, with an estimated total value of over 1 billion VND, to serve the project.
Mr. Mai The Tam shared: "The new road will help people travel and do business more conveniently, and our family will also benefit. Therefore, we are willing to donate land and houses with the hope that the project will be completed soon."
As the household with the largest area of land affected by the project, Mr. Tran Minh Hung's family also took the lead in donating nearly 4.8 acres of garden land. He said that although this is a valuable asset, his family immediately agreed after being persuaded by the authorities, because they wanted the road to be completed soon, facilitating transportation, promoting socio -economic development, and improving the lives of local people.
According to Duong Hoai Pha, Chairman of the People's Committee of Dong Xoai Ward, this is an important transportation project that has been eagerly awaited by local officials, Party members, and residents for many years. Upon completion, the road will contribute to the completion of the transportation network, strengthening connections between residential areas and production zones with major transportation routes and National Highway 14; connecting inter-ward traffic between Dong Xoai Ward and Binh Phuoc Province, thereby facilitating travel, goods transportation, promoting trade and services, and urban beautification, contributing to sustainable urban development in the future.

To ensure the project is completed on schedule, with guaranteed quality, safety, and efficiency, the Chairman of the People's Committee of Dong Xoai Ward requested the Ward's General Services Center to strengthen its monitoring and supervision of the contractor and related units in the project implementation to ensure the progress and quality of the work. They should promptly resolve or recommend to the competent authorities the resolution of any obstacles or difficulties (if any) during the implementation process.
The construction unit will focus on ensuring sufficient human resources, materials, and construction equipment, and will organize construction according to the approved design documents, guaranteeing progress, quality, labor safety, and environmental hygiene. The specialized departments and units of the Ward People's Committee will proactively coordinate and support, promptly resolving any difficulties and obstacles arising during the construction and implementation of the project. The Ward People's Committee commits to regularly monitoring, inspecting, and urging progress, ensuring the project is completed on schedule, meets quality standards, and is put into operation as soon as possible to serve the needs of the people and the socio-economic development of the locality.
As a mountainous, remote, and densely populated area with a large ethnic minority population, Bu Dang commune is striving to effectively implement key programs, projects, and plans: building models for improving, caring for, and intercropping cashew orchards to enhance productivity, quality, and production value; implementing the "Lighting up rural roads" model; ensuring 100% of administrative procedures under its authority are received and processed electronically; shortening processing time by at least 30% for procedures that meet the simplification criteria; creating jobs for 1,000 workers and providing vocational training for 44 workers…

To bring administrative services closer to the people, the Bu Dang Commune Public Administrative Service Center recently launched the "Saturday with the People" program in the villages of the commune. The program goes beyond mere dialogue; it also sends a strong message about a friendly and responsible government. Through this, the people's trust in the local government is increasingly strengthened, creating high consensus for the successful implementation of the Party and State's policies; simultaneously, it strongly shifts the mindset from "management" to "service," from "waiting for the people to come" to "actively listening," fully meeting the requirements of current administrative reform and digital transformation.
Mr. Vo Ngoc Thien, a retired official in Duc Phong village, Bu Dang commune, assessed the program as very practical because it helps the government get closer to the people. Through meetings at the grassroots level, local leaders have the opportunity to understand the reality, listen to and promptly resolve the requests and difficulties of the people, including small issues arising in daily life. He hopes that the model will continue to be maintained and expanded, especially in remote villages, mountainous areas, and areas inhabited by ethnic minorities, where people have limited access to the government.
According to Nguyen Thanh Tung, Chairman of the People's Committee of Bu Dang commune, all local programs and activities are designed to be practical and effective, linked to the functions and duties of each agency and unit, avoiding formality. The locality also strengthens inspection, supervision, and monitoring of the implementation process; promptly correcting cases of delays, irresponsibility, avoidance, or shirking of responsibilities in the performance of official duties, ensuring that the emulation goals are implemented effectively and substantially.
Focus on addressing bottlenecks and creating momentum for growth.
To create momentum for the special 500-day emulation campaign, Dong Nai city is focusing on implementing a series of key projects, considering them as driving forces for growth and creating a clear transformation in socio-economic development. In the coming period, the locality will commence and hand over the land for 8 key transportation projects with a total investment of over 50,000 billion VND, notably the connecting route from Ma Da Bridge to Ring Road 4 - Ho Chi Minh City; Component Project 1 - 2, compensation, support, resettlement and construction of access roads and side roads in Dong Nai city under the Investment Project to build Ring Road 4 - Ho Chi Minh City; Investment Project to build Nguyen Huu Canh Boulevard and the handover ceremony for the implementation of the Compensation, Support and Resettlement Project serving the Project to extend the Ben Thanh - Suoi Tien metro line to the city's administrative center and Long Thanh International Airport; Projects include upgrading and expanding Provincial Road 769, constructing Provincial Road 770B, upgrading Provincial Road 773 (Long Thanh – Cam My – Xuan Loc); and constructing the Dong Nai City Administrative and Political Center…
Alongside key projects, Dong Nai requires each locality, agency, and unit to select at least three priority tasks, bottlenecks, or outstanding issues that directly impact socio-economic development and people's lives, in order to develop a roadmap for their complete resolution, clearly assigning responsibility to each individual in charge. Units must also proactively monitor the situation at the grassroots level, promptly detect and address emerging issues, preventing the formation of hotspots or prolonged complex incidents; and leverage the role of the grassroots political system to maintain political stability and social order and security.
The city is also strengthening administrative discipline and order; establishing a monitoring and early warning mechanism for tasks that are behind schedule or at risk of not being completed, especially in the areas of investment, land, construction, environment, disbursement, and land clearance. The progress and results of task implementation, along with the responsibility of the head of each agency, will be made public; any instances of avoidance, shirking responsibility, or working half-heartedly will be dealt with severely. The results of task implementation will be considered an important basis for evaluating and ranking officials, civil servants, and collectives annually.
