The workload is heavy, the demands are increasingly high, while living conditions in some small-scale units in border and island areas are still inadequate; the weather is unpredictable; and infrastructure and technical equipment are deteriorating. Therefore, the Party Committee and command of the 513th Engineering Brigade always focus on implementing the "Determined to Win" Emulation Movement in a systematic and effective manner, linking it with the movements and campaigns of all levels and sectors; identifying it as an important measure to leverage internal resources, overcome difficulties, and successfully fulfill tasks.

To ensure that emulation activities always stay on track and yield practical results, the Brigade requires all agencies, units, and individuals to closely follow the practical situation, proactively build and expand models and movements with easily memorable themes and names, specific criteria, and a clear focus. In particular, the emulation activities should be directed towards effectively implementing the "three breakthroughs" as defined in the Resolution of the 11th Party Congress of the Army and the Resolution of the 9th Party Congress of Military Region 3; focusing on overcoming weaknesses and resolving difficulties in training, combat readiness, building a regular army, discipline training, exercises, competitions, and the construction of national defense projects... This helps the Emulation Movement in the Armed Forces to be implemented enthusiastically and widely; transforming the individual strengths of each person, agency, and unit into a combined strength.

Due to the unit's unique characteristics, with many scattered and small-scale units operating outside the barracks, in remote areas, border regions, and islands, where work carries a high risk of accidents, the Brigade has promoted the "Implementing a Regular Lifestyle and Discipline Training" and "The Entire Unit Acts According to Regulations" movements, and implemented many flexible measures to educate and raise the self-awareness of soldiers in adhering to regulations and procedures. This has helped to ensure the Brigade's personnel and equipment management is thorough and in-depth; the unit has not experienced any serious disciplinary violations.

Colonel Nguyen Son, Political Commissar of the 513th Engineering Brigade, affirmed: The most important thing is to promote the role and responsibility of Party committees, commanders, political agencies, especially the political officers at all levels, in advising, leading, and directing emulation activities. They should boldly innovate the content and form of emulation activities to create "new winds" that attract officers and soldiers to voluntarily and enthusiastically participate in emulation. In addition, it is necessary to skillfully combine the Emulation Movement with other campaigns and emulation movements of each sector to unify content and targets, avoiding overlap and inadequacies. We must resolutely combat the disease of achieving superficial results, subjective thinking, and mediocrity in emulation; creating real motivation for officers and soldiers to strive and grow.

With outstanding results, summarizing the Emulation Movement in 2020, the Brigade was awarded the Emulation Flag by the Command of Military Region 3; in 2021 and 2024, it was awarded the Emulation Flag by the Ministry of National Defense .
