
Firstly, genuine emulation: Emulation must be linked to the "three truths" criteria - "real people - real work - real results"; in which, the satisfaction and response of the people is the measure of the value of the emulation movement; thoroughly overcoming the disease of "formalism - superficiality - carelessness - inefficiency - much talk, little action - words not matching deeds" in the emulation movement.
Secondly, active emulation: Emulation must be carried out according to the process of "Publicly disclosing criteria - Transparent results - Genuine recognition".
Awards and commendations must be given to the right people, for the right work, for the right achievements, and at the right time; so that "competition is sowing, and commendation is harvesting": sowing must be correct, accurate, timely, and appropriate; harvesting must be quick, efficient, effective, widespread, and appropriate. Competition and commendation must not become a "cover" for negativity; the "achievement-oriented disease" must not take refuge in competition.
Thirdly, promoting widespread emulation: Shifting from a "passive" to an "active" approach in identifying, developing, disseminating, and honoring advanced models, effective methods, and exemplary individuals and good deeds throughout society; "using positive actions to overcome negative ones," "using beauty to overcome ugliness"; transforming "initiatives and experiences into valuable common assets for the entire nation," as beloved President Ho Chi Minh advised.
The request from the head of government and the Central Emulation and Commendation Council accurately identifies the "bottlenecks" in current emulation work.
As public opinion has reflected, alongside the achievements in the emulation movement, many problems still exist, with numerous collectives and individuals who violated discipline and the law having received many awards and commendations. Some received very high honors even during the period when the collectives and individuals committed violations. While the awarding process followed the correct procedures and involved public consultation, there were still instances of undeserving individuals being overlooked, causing resentment among officials and the public.
Another issue is that in some agencies and units, annual awards and commendations tend to focus on leaders, with few deserving staff members receiving recognition. This situation is often likened to "Working hard from the bottom up, but providing for the needy from the top down." With some exceptional awards, besides those directly involved in research or achievements, many others are also named as recipients, including heads and deputy heads of departments and units.
Awards and commendations must honor the right people and reflect their true values, so that they truly become a driving force for development. The directives of Prime Minister Pham Minh Chinh must be strictly implemented so that patriotic emulation becomes a harmonious rhythm of the entire nation's strength, a symphony of dedication, a convergence point of the will and patriotism of our people – where good examples and good deeds are spread, successful models are replicated, and positive values are nurtured.
