The selection of grassroots-level units as "institutional laboratories" (sandboxes) to thoroughly and comprehensively quantify the socialist model is a crucial indicator of constructive social governance thinking in the new context.
Throughout history, humankind has experienced numerous ideologies and political systems, but the fundamental and enduring dream of humanity remains the same: to live in a good, just, democratic, and civilized society, one that prioritizes human well-being. Returning to socialism in Vietnam, the Platform for Building the Country during the Transition Period to Socialism (Supplemented and Developed in 2011) clearly defined eight characteristics of the socialist society that Vietnam is striving for, and these characteristics remain valid to this day. These are: a society where the people are prosperous, the nation is strong, democratic, just, and civilized; where the people are the masters; where the economy is highly developed based on modern productive forces and progressive, appropriate production relations; where the culture is advanced and rich in national identity; where people enjoy a comfortable, free, and happy life with conditions for comprehensive development; where all ethnic groups in the Vietnamese community are equal, united, respectful, and supportive of each other's development; where there is a socialist rule of law state of the people, by the people, and for the people, led by the Communist Party; and where there are friendly and cooperative relations with countries around the world.
Clearly, these have always been the most fundamental and important characteristics/criteria of a social environment that every person desires to live in. Even after many centuries, while some modes of operation have had to change to keep pace with the trends of the times, such as the replacement of the centralized planning and subsidy system with a socialist-oriented market economy, the "socialist essence" remains. Similarly, the principle of distribution, "From each according to his ability, to each according to his needs," has now been changed to "from each according to his ability, to each according to his labor." The ultimate goal is a prosperous people, a strong nation, democracy, fairness, and civilization.
Now, with the "socialist ward/commune," it will become a model of appropriate scale to realize and concretize the Party's Platform down to the smallest detail, encompassing all criteria, conditions, requirements, advantages, difficulties and obstacles, mechanisms, and new governance thinking, etc.
The socialist commune/ward has become a new goal, and also a new challenge, a test of the character, intellect, and talent of the grassroots leadership apparatus during a period when the country is reshaping its national development model towards a development-oriented approach.
